Financial Analyst 3

Reporting to the Supervisor, Financial Services, the incumbent will:

• Co-ordinate, evaluate and analyze five/ten-year economic forecasts and departmental budgets including General Tax, Water Supply and Sanitary Sewer Systems and Solid Waste Management

• Provide ongoing strategic planning, consultation, and advisory services for the business plans and budgets corporately

• Monitor, review and analyze expenditures to ensure established expenditure limits and funding requirements are within the approved limits

• Evaluate procedures of the internal control system and recommend improvements

• Utilize the Maintenance Management and PeopleSoft FIMS for validation and analysis of data

• Research and provide financial information to assist with the preparation of budget reports, memos, and presentations for Committees and Council

• Assist with the preparation of the annual budget presentations for Committees and Council, and other ad-hoc reports

• Formulate and execute year end procedures and create carry-over reports identifying unfinished year-end projects

• Leading and participating in a variety of projects in support of both Works department and corporate initiatives to provide budget and financial expertise to multi-disciplinary teams to support various program operations

• Represent the division/department at budget, financial and general meetings

• Advise department staff on financial matters

The successful applicant will possess:

• A three-year Accounting or Business Administration Diploma or a related discipline

• At least three years of related work experience in a municipal accounting/financial environment

• Knowledge and understanding of municipal accounting and budget policies and procedures, as well as Canadian Institute of Chartered Accountants (CICA) including Generally Accepted Accounting Principals (GAAP)

• Understanding of the Region's Budget Management Policy, Purchasing By-law and Tangible Capital Asset Policy

• Experience in Microsoft Office software (Word, Excel, PowerPoint, Visio), PeopleSoft FIMS, and Maintenance Management System

• Excellent verbal and written communication skills, interpersonal skills, time management, and organizational skills

• The ability to examine, analyze, critique and evaluate data and prepare reports and budgets

• A valid Class G Driver's Licence and access to a reliable vehicle

CUPE 1764 Salary Grade 7

This position is with Salary Grade 7 and will be paid at the following hourly rates:

• Start: $ Six Month: $ Job: $52.22
