The Continuing Care Capital Planning and Data Strategy Unit within the Continuing Care Capital Branch is responsible for the planning and prioritization of new and modernized continuing care infrastructure, as well as oversight of government owned continuing care home capital assets. Role Responsibilities

As the Data Management Specialist, you will be responsible for developing and implementing a comprehensive data strategy that supports evidence‑based continuing care capital planning. You will ensure that accurate, timely, and integrated data is available to inform decisions on grant funding, investment priorities and management of government owned continuing care infrastructure.

In this role, you will lead the design and maintenance of data systems and processes to collect, transform, and store data from multiple internal and external sources. You will conduct statistical analyses, forecasting, and scenario modeling to influence ministry programs. You will also apply innovative approaches such as predictive analytics and simulation techniques to strengthen long‑term planning.

To be successful in this role, you will collaborate with cross‑ministry partners, the provincial health agency and sector stakeholders to align data solutions, support integration initiatives, and strengthen information sharing. You will represent the division on committees and working groups, provide expert advice, and may oversee consultants to ensure deliverables align with ministry objectives.

Key Responsibilities:

  • Lead creation and execution of the unit's data strategy to integrate processes and support evidence based continuing care capital planning.
  • Design and maintain data systems and structures, including data models, documentation, and workflows that enable efficient collection, transformation, storage, and analysis of data from multiple sources.
  • Conduct analytics and forecasting to support capital prioritization, grant program decisions, reporting requirements, and long‑term planning—developing dashboards and tools that provide clear insights for senior decision‑makers.
  • Manage the continuing care facility registry to ensure accurate, up‑to‑date information on facility ownership, capacity, condition and modernization status while integrating with other systems.
  • Collaborate with cross‑ministry partners and external stakeholders to align data practices, support integrated planning initiatives, and contribute expertise to committees, working groups, and special projects.

Qualifications

Minimum Requirements: 

University graduation in a related field (economics, statistics, public health, computer science, information management, engineering or related) plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Related experience: 

  • Experience compiling, organizing and managing large datasets to translate data into actionable insights and information products that support solutions to complex challenges.
  • Strong analytical skills and expertise in statistical modeling, demand forecasting, and data visualization tools (e.g., Power BI, Tableau).
  • Experience with research methods, techniques and procedures, including the application of qualitative and quantitative research methods and data analysis.

Assets: 

  • Proficiency in AI techniques, data analytics, and programming for decision-making model development.
  • Experience in SQL, Python or R, and familiarity with ETL frameworks and data warehousing.
  • Advanced written and verbal communication skills for briefings and presentations to effectively convey complex information to senior officials, team members and stakeholders.
  • Strong interpersonal, collaboration and relationship-building skills.
  • Strong organizational and project management skills.
  • Knowledge of Alberta's continuing care acts, regulations, policies, design and service standards, building codes, and capital planning frameworks.
