Reporting to the Director, Policy Planning & Communication (Director), the Iviqtippalliajut Implementation Advisor (Advisor) coordinates department-specific elements of implementing Iviqtippalliajut, the Government of Nunavut's framework for Inuit Qaujimajatuqangit (IQ) and Inuit Societal Values (ISV). The Advisor provides a roadmap to embed Inuit societal values in government operations, empower Inuit public servants, ensure policies and services reflect ISV, foster collaboration among departments, create a welcoming workplace, and deliver culturally appropriate programs. The incumbent will establish measures to make IQ/ISV the foundation for GN workplaces, policy and program development, and service delivery.
ResponsibilitiesThe Advisor oversees and coordinates program delivery, reporting, and evaluation of policies, guidelines, templates, and programs within budget. The incumbent administers tasks to achieve objectives, monitoring progress, and addressing gaps. Advisor will report on Articles 23 and 32 of the Nunavut Agreement, organize implementation of the Iviqtippalliajut framework, and work closely with the department of Culture and Heritage. Strong administrative, coordination, and communication skills are required to manage political and culturally sensitive issues. The role ensures Inuit language and ISV are reflected in operations, planning, and program development.
Major responsibilities for the Iviqtippalliajut Implementation Advisor include:
- Assists in the development, implementation, monitoring, evaluating, and oversight of the Department's five-year (strategic) and one-year (operational) plan for meeting its Iviqtippalliajut objectives.
- Provides logistical support for the annual planning cycle relating to Iviqtippalliajut obligations and IQ/ISV.
- Serves as the departmental liaison for all matters relating to Iviqtippalliajut and IQ/ISV initiatives including identifying specific, measurable and realistic objectives.
- Provides advice and leadership to all departmental staff on IQ/ISV initiatives, including determining required resources (financial and human), tools, schedules and materials.
- Provides leadership and coordination for the implementation of the GN's plans regarding language of work and language services, while supporting and promoting Articles 23 & 32 of the Nunavut Agreement.
- Leads the departmental responsibilities for evaluating, auditing, and oversight of IQ/ISV initiatives by providing information to Culture and Heritage in support of the Government of Nunavut Iviqtippalliajut Implementation Framework.
- Coordinates all departmental tracking, reporting, and Iviqtippalliajut implementation initiatives, including developing summary reports of outputs and outcomes.
The knowledge, skills, and abilities required for this job is usually obtained through an Inuit Studies Diploma or related from a recognized academic institution, plus three (3) years of related work experience and to be able to speak Inuktut is a requirement in order to consult and communicate with elders to research department objectives. Policy related work is considered an asset.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in Inuktitut is required for the position. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
