JOB SUMMARY

You are responsible for monitoring, investigating, and enforcing compliance with regulations and legislation related to the transit network (bus and rail). You ensure transit staff and contractors are working in compliance with the regulatory frameworks for the O-Train networks, and all governing bodies, including Transport Canada and the Ministry of Transportation of Ontario for conventional transit. In addition, you provide leadership and regulatory expertise on rail projects and systems, provide guidance for the resolution of issues, identify gaps, ensure safety and compliance with legislation, policies, regulations and recommendations.

You are also responsible for: monitoring compliance with regulations, ensuring appropriate and timely implementation by staff and contractors; conducting investigations and compliance reviews of findings; leading oversight and auditing activities; making recommendations for improvements; and taking appropriate actions to address occurrences of non-compliance.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in public policy, social sciences, regulatory affairs, engineering, occupational health and safety or a related field.

Minimum 5 years of progressively responsible experience leading strategic projects, policy development, regulatory compliance, governance, auditing, risk assessments, or quality assurance projects of increasing complexity in the transportation industry or municipal government.

Experience in the rail industry is an asset.

CERTIFICATIONS AND LICENCES

Must obtain Canadian Rail Operating Rules and/or Electric Light Rail Operating Rules certification within the timeframe determined by the employer

Valid Ontario unrestricted G class driver's licence (or provincial equivalent) with no more than 6 demerit points accumulated

  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
  • Knowledge of passenger railroad / transit operations railway industry procedures and practices
  • Familiar with Transport Canada standards and mass transit APTA
  • Understanding of municipal governments
  • Audit processes and procedures
  • Best practice and risk-managed approaches
  • Knowledge of risk assessments (both technical and project), risk identification analysis and mitigation
  • Knowledge and understanding of workforce planning and staffing concepts and processes
