JOB SUMMARYCoordinates planning, administering, promoting, and supporting the UBC Chemical Safety Program in accordance with applicable regulations (WorkSafe BC, Transportation of Dangerous Goods (TDG), BC Fire Code etc), best practices, guidelines, policies, and standards.
Performs worksite inspections of chemicals use and storage areas (laboratories, shops and others), participates in teaching the Laboratory Chemical Safety Course, reviews chemical hazards associated with lab processes and other UBC operations, and provides staff with consultation on safe chemical handling storage and disposal procedures, participates in incident investigations related to hazardous material handling, develops and updates training materials, chemical safety procedures and manuals, contributes to RMS communication strategies and maintains program documentation as required.
ORGANIZATIONAL STATUSThis position reports to directly to the RMS Advisor - Chemical Safety. This position interacts with administrative units and all levels of the UBC research community and plays an integral role in the functioning of the RMS departmental responsibilities. Maintains constant liaison with researchers and instructors, laboratory and operation staff, and students.
WORK PERFORMEDLiaises with the UBC research community and UBC Operations staff on issues regarding safe handling storage and disposal of hazardous materials, chemical hazard recognition, assessment and control, response to emergencies, and incidents investigation. The incumbent will support and confirm regulatory compliance and implementation of best
practices through a program of education, training, inspection and evaluation.
-Conducts workplace inspections of UBC research laboratories, including those of moderate to high risk activities and operation sites to verify compliance with WorkSafe BC, WHMIS and other chemical safety requirements, BC Fire Code, UBC policies and procedures, and best practices related to hazardous materials handling and storage. Reports all inspection findings to the RMS Advisor - Chemical Safety.
-Develops course material and participates in teaching of the Laboratory Chemical Safety Course. Provides specialized/tailored sessions as required to faculty, staff and students.
-Conducts site visit activities, provides guidance on chemical hazard assessment, administrative controls and procedures that ensure chemical safety and compliance with regulatory requirements;
-Meets with departments' safety coordinators and safety committees' representatives and provides consultation and guidance regarding techniques for the handling, storage and disposal of hazardous materials.
-Provides guidance to lab and operation personnel to minimize risks from chemical hazards through the recognition, evaluation and control of these hazards, including recommendations to affected individuals and departments;
-Develops practical solutions to resolve chemical hazards and non-conformance issues and recommends courses of action;
-Assists in the selection and proper use of any required personal protective equipment, and engineering controls
-Participates in the strategy for communication, including development, implementation and communicates chemical safety issues through various means.
-In conjunction with Local Safety Teams, Joint Occupational Health and Safety Committees, and departmental representatives, investigates accidents and incidents related to chemical handling and recommends any corrective actions required;
-Provides consultation and training to laboratory and operation personnel regarding proper response to chemical spills and releases.
-Provides consultation and conducts site visits to support compliance with the Transportation of Dangerous Goods regulations
-Participates in the HSE emergency pager roster.
-Conducts other related duties as directed to support the implementation of RMS objectives.
CONSEQUENCE OF ERRORThis position supports the implementation of chemical safety practices which conform to various regulations, federal (WHMIS, TDG) and provincial (WorkSafe BC, BC fire Code) through the development and implementation of safety training, consultation, and inspection programs. Inadequate training or consultation could result in serious injury or disease to faculty and staff and students; loss of equipment or facilities; fines and legal liability to UBC, as well as loss of reputation to UBC.
SUPERVISION RECEIVEDWork supervised by the RMS Advisor - Chemical Safety.
SUPERVISION GIVENThis position does not directly supervise full or part-time staff. This position provides functional supervision to ensure compliance of all individuals, including faculty and staff, in their handling of chemical hazards.
MINIMUM QUALIFICATIONS

College Diploma in an applicable field. Thorough and demonstrated understanding of chemical hazard, assessment and control. A B.Sc. Degree in Chemistry, Chemical Engineering or a field related to chemical safety would be an asset. Minimum of two years of experience or the equivalent combination of education and experience. Consideration will be given to candidates who have an equivalent combination of education and experience.
Teaching experience is an asset. Demonstrated working knowledge of pertinent regulations (WorkSafe BC related regulations, WHMIS, TDG, BC Fire Code), guidelines and best practices.
Work will involve visiting work sites both indoors and outdoors at all times of the year and, on occasion at different times of the day or week;
Use of personal protective equipment such as respirators, hard hats and safety footwear is required while on some work sites; May be required to climb ladders, crawl under buildings and enter restricted or confined spaces. Up to 50 per cent of time will be spent in an office setting compiling reports, data entry and attending meetings.
