JOB SUMMARY

The Asset Management Branch is responsible for the cost-effective management of the City's $20 billion public works infrastructure assets, carrying out or overseeing the provision of planning, analysis and needs evaluation specifications, and Request for Proposal (RFP) development, evaluation and selection.

You are responsible to manage a wide range of operational assessments and functional design projects for water, wastewater and storm water infrastructure. This includes assessing, prioritizing and recommending capital and operational projects for funding. Related activities include: planning for new infrastructure to serve existing residents and businesses; modeling and interpreting hydraulic performance and hydrology; and monitoring, assessing and making conclusions regarding existing infrastructure performance. These activities typically involve directly leading and managing in-house projects or consultant projects. Projects involve input and coordination with other departments and service areas, such as Public Works and Environmental Services, and organizations external to the City, such as federal and provincial government agencies and conservation authorities.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Civil Engineering or a related Applied Sciences program

Minimum of 8 years of related professional experience in water, wastewater and storm water infrastructure including planning, analysis and design

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

  • Fundamental knowledge of hydrology and hydraulics as it relates to water resources
  • Complex municipal systems
  • Applicable legislation and practices governing water, wastewater and storm water infrastructure planning and implementation, such as, Planning Act, Municipal Act, Water Resources Act, Environmental Assessment Act, Federal Fisheries Act, City Official Plan, City Master Plans, Class Environmental Assessment process, Development Charges process
  • Analytical techniques for water, wastewater and storm water system analysis that are in current practice
  • Municipal infrastructure planning principles
  • Public consultation process
  • Project management principles
  • Capital and operating budget process
  • Process management concepts and principles
  • Strong knowledge of computer modeling tools including data requirements, results interpretation, model sensitivities, predictive modeling techniques and calibration techniques
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures

Desirable Qualifications:

  • Expert knowledge in applicable technical specialty (i.e. hydrology, hydraulics, computer modeling, storm water management, etc.) as demonstrated by advanced academic qualifications or significant direct experience
  • Knowledge of operation of water and wastewater systems
