Job Description:

Purpose of Position

Accountable for providing expertise and leadership to the development and delivery of supervisory practices and the coordination of training and development activities that support the regulation and supervision of financial institutions (credit unions and P&C insurers) and overall Credit Union and Insurance Prudential (CUIP) division strategies.

key responsibilities

  • Supervisory Program: Supports in the development and delivery of supervisory programs and services, ensuring consistency with divisional standards, best practices, and overall FSRA directions.
    Collaborates with other CUIP teams to provide expertise and support operationalization of FSRA's Risk Based Supervisory Frameworks for Credit Unions and Caisses Populaires ("Credit Unions") and for Ontario-incorporated Insurance Companies and Reciprocal Insurance Exchanges ("Insurers"), and FSRA Rules and Guidance that promote and optimize accuracy, consistency, effectiveness, and efficiency of supervisory assessments.

  • Framework Documentation: Provides expertise and leadership to the development, enhancement, and maintenance of FSRA's Risk Based Supervisory Frameworks and supporting documentation to provide direction for assessments. This includes but is not limited to identifying areas where additional or more detailed documentation of practices would lead to better supervisory outcomes and ensuring that associated practices are appropriately optimized.

  • Regulatory Rules and Guidance: Leads or supports the development and implementation of workplans for FSRA Rules and Guidance, as required.

  • Training Program: In collaboration with management and other CUIP subject matter experts, conducts training for supervisors to enhance their application of the Risk Based Supervisory Frameworks to ensure supervisory assessments are accurate and consistent, and applied proportionately.

  • Risk-based Supervisory Assessments: Participates periodically in the risk-based supervisory assessment of Credit Unions and Insurers. This may involve assessing specific areas (e.g., inherent risks, the quality of controls and oversight, capital, liquidity, and/or resilience) or participating in  associated quality assurance processes to contribute to the determination of the financial institution's risk profile.

  • Projects: Leads or supports on projects within and outside the division to represent its interests in the program or service decision making.

  • Innovation and Continuous Improvement: Promotes and supports the implementation of innovation and continuous improvement. Supports critical change and a collaborative forward-thinking culture, commitment to continuous growth and learning, and effectively works with others to achieve this.
     

Qualifications      

Education and Experience

  • University degree in finance, commerce, business, economics, law, or related field; Master's degree and/or relevant professional designations (e.g. FRM, CPA, CFA, CIA) are preferred - or a combination of education, training and experience deemed equivalent.

  • 7-10 years' experience in financial services, specifically credit unions, banks, and insurers.

  • 5+ years' experience in the delivery of programs or services in supervision, regulation, policy and/or risk.

  • Experience in developing and implementing supervisory methodology and practices for supervising and assessing risk profiles of financial institutions.

  • Experience in developing and delivering training on technical subject matter to diverse audiences.

  • Experience in writing, reviewing, and editing regulatory technical documentation (e.g., manuals, guidance, practices).
     

Knowledge and Skills

  • Demonstrated knowledge of risk-based supervision and principles-based regulation is preferred.

  • Knowledge of current and emerging trends in supervising financial institutions.

  • Comprehensive knowledge of and skills in applying financial analysis techniques and conducting risk and controls analysis.

  • Demonstrated knowledge of risk management practices as they apply to financial institutions.

  • Proven ability to collaborate effectively within a multi-team environment.

  • Knowledge of project management and learning and development programs.

  • Excellent written communication skills to prepare complex analysis, detailed strategies, guidance, rules, policies, and presentation materials.

  • Effective facilitation skills to conduct training for supervisors to enhance their application of the Risk Based Supervisory Frameworks.

  • Strong organizational skills with the ability to prioritize multiple tasks in a fast-paced environment with focused attention to detail.

  • Well-developed analytical, critical thinking and problem-solving skills.

  • Knowledge of property and casualty insurance and non-financial resilience, an asset.
