This is administrative, inspectional and regulatory work related to the enforcement of municipal bylaws. The incumbent directs the day-to-day operations of staff responsible for enforcing municipal bylaws and regulations; investigate and respond to complaints; supervises and, as required, participates in the work of a moderate sized group of bylaw enforcement and clerical subordinates. The work involves public relations contact and requires the exercise of considerable independent judgement, action, tact and diplomacy within policy, bylaw and regulation limits. The work is checked and reviewed by a supervisor for the effectiveness of enforcement operations in the City. Performs related work as required.

Qualifications include completion of the Grade 12 with related post-secondary courses in bylaw investigation and enforcement, animal control, communications, public relations, plus sound experience in enforcement and regulatory work including some supervisory experience; or an equivalent combination of training and experience. Thorough knowledge of the City's municipal bylaws. Considerable knowledge of City geography and street locations. Sound knowledge of court procedures and of the legality of various types of evidence; the applicable bylaws, regulations and enforcement procedures related to the work (e.g. Street and Traffic; Bylaw Notice Enforcement, Animal Control, Noise or Sound Abatement; Parking Meter, etc.). Ability to direct day-to-day operations; to monitor budget; to participate in the development of policies and procedures; and to prepare reports, records and correspondence regarding matters related to the work unit; investigate complaints and enforce relevant municipal bylaws and regulations with tact, impartiality, firmness and use of sound judgement; plan, assign, supervise and review the work of a small group of subordinates engaged in bylaw enforcement and clerical work, and to direct the work of staff; oversee the bylaw violation notice and adjudication systems; maintain an effective work program, to explain and interpret applicable bylaws and regulations to the public according to standards, and to maintain liaison with a variety of internal and external contacts; prepare and present evidence in court and maintain various reports, correspondence and records. A Driver's License for the Province of British Columbia is required.
