The Tŝilhqot'in National Government (TNG) is the official First Nations government serving the Tŝilhqot'in Nation. TNG is located in Williams Lake, British Columbia and serves six communities, including ʔEsdilagh, Tŝideldel, Yuneŝit'in, Tl'etinqox, Xeni Gwet'in, and Tl'esqox.
The Tŝilhqot'in National Government is looking to hire an Emergency Program Coordinator. The Emergency Program Coordinator
will be responsible for assisting communities with Fire Smart activities, fuel mitigation, and preparedness as well as structure protection unit deployments. The Emergency Program Coordinator
will develop structural and wildfire fire response plans, firefighting and fire stations, and community education regarding structural fire, wildfire, and personal and community preparedness. This is not an entry level position and previous experience in the field of Emergency Management is preferred.
Key Responsibilities
- Provides leadership, coordination and direction in the application and implementation of policies, procedures, and guidelines for all wildfire management program elements
- Coordinates, develops, and administers wildfire prevention and mitigation projects, including education and outreach
- Develops, implements, and maintains wildfire / mitigation programs, presentations, materials, equipment, and displays
- Identifies and implements training and drill scenarios that assure the response capability and readiness of assigned staff
- Develop structural and wildfire fire response plans
- Monitors fire season severity predictions, fire behavior, and fire activity levels and takes appropriate actions to ensure safe, efficient and effective operations
- Work with communities to identify their priorities and work collaboratively with partners to implement solutions
- Engage with external partners, government officials, stakeholders and the public
- Establish, develop and maintain relationships with Municipal & Regional District Emergency Management sector in the Cariboo as well as provincial entities
- Capacity building and community development – work with education/employment coordinator to schedule and register community members/contractors for training and employment opportunities
- Coordinate training for the Tŝilhqot'in Nation in Emergency Operations
- Project administration and management for grant-based projects
- Coordinate community education – structural fire, wildfire, and personal and community preparedness
- Determine volunteer/employee training needs as necessary and develop, implement, and monitor a training plan
- Inventory management for equipment and development of a system with annual inventory
- Manage information flow in a timely and accurate manner
- Represent the organization in a professional and courteous manner
- Assist in development of funding applications
- Maintain professionalism and strict confidentiality with all materials, and exercise discretion when interfacing with the business
- Work within the policies and procedures of the Tŝilhqot'in National Government: understanding program services, polices, procedures, rules, and regulations
- Due to the nature of the role, flexibility will be essential as some weekend/out of hours work will be required during periods of emergency
- Other duties as required
Requirements
- Post-secondary education in a relevant field (Natural Resources, Forestry, Ecology, etc.)
- Knowledge of fire prevention, FireSmart and emergency preparedness programs
- Knowledge of fire and public safety education, fire service operation, and emergency management
- Ability to effectively deliver educational and outreach materials to a variety of audiences
- Knowledge and application of firefighting, fire protection, fire investigation and emergency response strategies, tactics, multi-company operations and incident management system, particularly in a wildfire environment
- Knowledge of fire behavior, chemistry of fire and fire dynamics
- Previous experience in emergency services
- A working knowledge of Emergency Management and Incident Command, experience working within EOC considered an asset
- Ability to thrive in a fast-paced environment
- Superior verbal and writing skills
- Proficiency with all Microsoft Office software
- Highly resourceful team player, able to work independently and make sound, informed decisions
- Proven ability to maintain confidentiality
- Understanding of the Tŝilhqot'in Nation or other Indigenous organizations is preferred
- A valid BC driving license is required
Working Conditions
- Travel may be required
- Ability to attend and conduct presentations
- Manual dexterity required to use desktop computer and additional hardware
- Overtime as required
- Lifting or moving up to 100lbs may be required
