Manager, Emergency Preparedness and Business Continuity

Purpose:
Reporting to the Director, Community Safety Operations, the Manager, Emergency Preparedness and Business Continuity leads the implementation, evaluation, and ongoing maintenance of the University's Emergency Preparedness Program, ensuring compliance with municipal, provincial, and federal legislation. The role oversees emergency planning and training initiatives, including the Emergency Response Warden program, unit-specific response plans, tabletop exercises, and business continuity planning to maintain operations during emergencies, labour disruptions, and other incidents. The Manager ensures readiness of the Emergency Operations Centre (EOC), manages emergency communication systems, and provides direct support during emergencies.
Working collaboratively with students, staff, and faculty, the Manager promotes campus safety through inclusive practices and sound judgment. The role also manages program budgets, supports awareness campaigns, and may represent Emergency Management in meetings with senior administration and external partners to address issues and ensure timely resolutions.
Education:
Bachelor's degree in relevant disciplines such as Emergency/Disaster Management or Business Continuity Planning.
Membership in Ontario Association of Emergency Management and/or International Association of Emergency Managers.
Certified by the Ontario Fire Marshal and Emergency Management (OFMEM) to deliver training to the Provincial Standard, including Basic Emergency Management and IMS Level 100/200 or equivalent.
Professional certification or designation in emergency management such as IAEM (International Association of Emergency Managers), CEM (Certified Emergency Manager), DRI (Disaster Recovery Institute International), ABCP (Associate Business Continuity Professional), or CMM (Certified Municipal Manager).
Experience:
5 years of experience in emergency or disaster management, emergency response planning, business continuity planning, or a related discipline. Also includes managing Emergency Preparedness systems or programs as well as developing and delivering training programs (in-person and online).
3 years of management experience.
Knowledge:
Knowledge of emergency management principles, IMS structure, business continuity planning, and risk assessment methodologies.
Familiarity with university operations and governance structures.
Knowledge of applicable legislation and standards including Emergency Management and Civil Protection Act, CSA Z1600, NFPA 1600, Toronto Nuclear Plan, Provincial Nuclear Plan.
Skills:
Effective communication skills.
Ability to exercise sound judgment and maintain confidentiality.
Leadership and team management, including setting priorities and coaching staff.
Strategic planning and decision-making under pressure.
Analytical and problem-solving abilities for risk assessments and post-incident evaluations.
Project management for emergency plans, training programs, and procurement processes.
Relationship-building and collaboration with internal and external stakeholders.
Effective interpersonal and negotiation skills.
Ability to manage fluctuating workloads, competing priorities, and multiple tasks.
Training and facilitation skills for delivering emergency preparedness programs.
Demonstrates tact, diplomacy, and a team-oriented approach.
Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Visio) and basic proficiency in MS Access for database management.
Additional Notes:
Work involves significant visual and auditory concentration, attention to detail, manual dexterity, and extended periods of sitting when using a computer, preparing documentation, or attending meetings and drills; may also require standing for long periods during presentations.
Environment includes occasional high-demand situations requiring responsiveness outside normal hours to support campus safety during emergencies.
Includes attendance at special events after hours and on weekends as part of the role.
- Compensation:
York's CPM Compensation Framework has a salary grid consisting of 6 or 8 steps (depending on job grade) which is reviewed annually with possible adjustments, and a lump sum Performance Based Recognition Award.
