Position Overview
We are partnering with a respected, community-focused non-profit organization to recruit for a
Director of Operations & HR (CPHR designated or working trowards it).
This is a pivotal leadership role for a professional who blends deep, strategic Human Resources expertise with strong operational management skills. The ideal candidate will provide strategic oversight of the organization's people functions, operational infrastructure, and key support systems. This role is perfect for a mission-driven leader who thrives in a complex, values-based environment and is committed to enabling high-quality services for vulnerable populations.
Responsibilities
Strategic HR & Organizational Leadership:
Provide strategic leadership for all HR functions, including workforce planning, recruitment, labour relations, performance management, and policy development.
Develop and implement HR strategies that support employee engagement, retention, and development within a unionized environment.
Lead labour relations, including collective agreement interpretation, grievance processes, and supporting collective bargaining.
Operational Management:
Oversee the organization's physical infrastructure, including facilities, maintenance, and custodial services (managing both internal leads and external service providers).
Provide oversight of Information Technology systems and vendor relationships to ensure reliable, secure, and effective operational support.
Lead internal and external communications strategies, ensuring brand consistency and effective stakeholder engagement.
Compliance, Safety & Governance:
Ensure HR and operational practices comply with all relevant legislation, collective agreements, and accreditation standards.
Provide leadership for workplace health, safety, and wellness programs.
Support governance processes by overseeing board coordination and ensuring operational alignment with board policies.
Team Leadership & Collaboration:
Provide direct supervision to HR, operational, and administrative staff.
Collaborate closely with the Finance Director on operational planning.
Work as a key member of the Leadership Team to advance organizational strategy and mission.
Requirements
Candidates must be legally entitled to work in Canada and reside in Winnipeg, Manitoba.
University degree in Human Resources, Business Administration, Industrial Relations, or a related field. A CPHR designation is strongly preferred.
Minimum of 7+ years of progressive experience in HR and operations, with at least 3 years in a leadership role.
Demonstrated experience in a unionized environment is required.
Experience within the non-profit, public sector, health, or social services fields is highly desirable.
Proven ability to manage multiple operational portfolios
Strong knowledge of employment law, labour relations, health & safety legislation, and HR best practices.
Excellent judgement, discretion, and communication skills, with a commitment to equity, diversity, and inclusion.
