Division: Strategy and TransformationDepartment: Business TransformationTerm: 1 Permanent Full Time position available.Closing Date: 12/22/2025Labour Group: ESAPosting: 4824Join Our TeamStrategy & Transformation is looking for a Manager, Strategic Planning.The Work You Will Be Involved In:This position manages the Strategic Planning section which is responsible to coordinate and implement strategic planning, business planning, corporate performance management and business analytics to support strategic decision-making, through collaboration with all departments within the City of Saskatoon. This position will work closely with the Director of Business Transformation in supporting City Council, the Executive Leadership Team, other senior leaders, the public, and various teams within the organization to guide the development and execution of corporate strategy.Provides leadership, support, and mentorship to assigned staff and works collaboratively with the team to achieve the goals and objectives of the Strategic Planning section.Coordinates and drives corporate strategic planning, departmental business planning, and corporate performance management activities in collaboration with leaders and teams across the organization.Hires and manages staff, assigns work schedules, assesses staffing needs, plans for and performs related resource and capacity management activities. Plans and approves staff development. Responsible for performance management and disciplinary action when required.Manages budget responsibilities related to the Strategic Planning section with Business Transformation.Oversees and enhances the City's strategic planning process, business planning process, the strategic planning framework, and corporate performance management cycle.Leads and coordinates the collection and analysis of data in relation to the organization's strategic direction and support improvements so as to meet the City's goals.Works closely and collaboratively with the portfolio, project and change management functions, as well as other functional areas, within the Business Transformation department, to ensure the successful delivery of the City's strategic plan and the execution of key corporate initiatives.Coordinates the development of needed corporate training programs related to topics such as strategic planning, business planning, performance measurement and business analytics.Provides facilitation services in the areas of strategic planning, departmental business planning, corporate performance management and business analytics.Prepares and presents regular performance reports on the strategic plan, business initiatives of interest and key performance indicators for the organization.Prepares and presents written and oral reports in response to enquiries of City Council, Committees of Council, senior administration and the public.Ensures compliance with legislation, regulations, standards, guidelines, Civic Bylaws, policies, procedures and collective agreements as appropriate.Performs other related duties as assigned.Who We Are Looking For:Core CompetenciesStrategic Leadership & Workforce Management: Provides leadership, mentorship, and direction to professional staff within the Strategic Planning section. Manages recruitment, workload allocation, performance management, and staff development to ensure the team has the capacity and capability to deliver corporate strategic planning, business planning, and performance management objectives. Builds a collaborative, accountable, and high-performing team culture that supports organizational transformation and continuous improvement.Business Analytics, Data Analysis & Decision Support: Directs the collection, analysis, and interpretation of quantitative and qualitative data to support evidence-based decision-making. Applies business analytics, forecasting techniques, and performance measurement tools to assess progress against strategic objectives, identify trends, and recommend improvements. Produces clear, insightful reports and dashboards that enable senior leaders and Council to evaluate organizational performance and strategic outcomes.Organizational Change & Transformation Leadership: Demonstrates expertise in leading and supporting large-scale organizational change initiatives related to culture, engagement, and transformation. Works closely with portfolio, project, and change management functions to ensure strategic initiatives are effectively planned, integrated, and executed. Guides leaders and teams through change by addressing ambiguity, managing resistance, and fostering alignment across departments.Training, Coaching & Capability Development: Coordinates the development and delivery of corporate training programs related to strategic planning, business planning, performance measurement, and business analytics. Coaches leaders formally and informally to strengthen strategic thinking, performance management practices, and change leadership capabilities. Promotes continuous learning and skill development to enhance organizational maturity in strategy execution and analytics.Governance, Compliance & Resource Management: Manages budget and resource responsibilities for the Strategic Planning section in alignment with Business Transformation priorities. Ensures compliance with relevant legislation, regulations, bylaws, policies, procedures, and collective agreements. Applies sound governance practices to planning and reporting processes, supporting transparency, accountability, and effective stewardship of public resources.What We Are Looking For:Degree in commerce, business, public administration, organizational development or a related discipline.Seven to nine years' related experience in strategic planning, business planning, business analysis, leading organizational change initiatives, or management consulting.Demonstrated experience in designing and implementing organization-wide change initiatives.Demonstrated knowledge of business analytics and forecasting techniques.Demonstrated knowledge and ability to lead and positively influence large scale organizational change management projects and initiatives related to culture, engagement and organizational transformation.Demonstrated ability to resolve complex issues in a multi-disciplinary environment, including conflict management in a positive and timely manner, and facilitating collaboration amongst stakeholders.Demonstrated ability to develop and maintain effective relationships with corporate departments, business partners, and co-workers.Demonstrated ability in managing multiple, concurrent projects and meeting required deadlines.Demonstrated communication skills, including verbal, written, interpersonal, and presentation skills with the ability to effectively interact with and influence individuals in different disciplines and at different levels.Demonstrated effective interpersonal skills, including the ability to relate with all levels of the organization and external contacts.Demonstrated history of working comfortably with ambiguity and in an environment where things can change quickly.Ability to lead in a multi-disciplinary environment.Ability to coach leaders formally and informally.Ability to design and deliver presentations and training programs.Apply with us:If you are interested in the Manager, Strategic Planning position, but don't have all these qualifications - apply anyway.
