Position Classification: CLP Administrator

Wage Range: $36.27 up to $41.27 based on education and related experience.

Purpose and Function

Reporting to the CEO/designate, the CLP Administrator provides strategic and operational leadership for the Community Living Program ('CLP'). This position ensures effective coordination of programs, alignment with organizational priorities, and compliance with contractual, regulatory, and accreditation requirements. Working collaboratively with the CLP Coordinator, funding partner(s), and administrative team, the CLP Administrator fosters a safe, inclusive, and supportive environment for participants served and staff while promoting efficiency, accountability, and continuous improvement within the CLP.

Key Duties Responsibilities

o Directs and coordinates the daily operations of the CLP, ensuring adherence to Society policies, procedures, and standards.

o Oversees all components of the CLP across Kamloops, Penticton, and Merritt. Services include Community Inclusion, Cluster Living Housing Programs and Outreach. While ensuring service excellence and compliance with contractual and regulatory requirements.

o Provides daily supervision, guidance, and support to the CLP program coordinator and staff.

o Monitor employee productivity, case notes, and provide constructive feedback and coaching. Receive complaints, resolve problems, or refer to appropriate Director or designate when required. Ensure adherence to legal and Society policies and procedures and refer any disciplinary actions if the need arises to the Human Resources Department.

o Oversee the management, maintenance, and appropriate use of the ShareVision platform for documentation and reporting within the Society.

o Maintains and monitors program delivery information within the electronic timekeeping software, including the daily allocation of service delivery hours. Prepares and reconciles bi-weekly payroll reports to ensure accurate tracking of service level hours in accordance with contractual obligations.

o Reviews and monitors bi-weekly CLP payroll for accuracy and compliance prior to final processing by the Payroll Department.

o Provides clear, consistent, and timely communication with program funder(s), leadership and administration support teams to ensure coordinated service delivery, reporting requirements and organizational alignment.

o Monitors CLP expenditures and financial activities within approved budgets. Responsible for the reconciliation and approval of staff monthly expenses and Society purchasing cards.

o Prepares and submits all reporting as required by Society expectations and CLBC contractual obligations.

o Coordinates annual CLBC monitoring visits to ensure compliance with contractual obligations, Society standards and quality improvement.

o Maintain files and statistics as per COA accreditation standards. When requested, be a member of the Society's Performance and Quality Improvement (PQI) team. Participates in the design and implementation of policies and procedures when required.

o Liaises effectively with other programs and/or organizations, upholding strong and collaborative relationships. Create strong partnership with assigned CLBC Analyst to ensure contractual obligations and ongoing delivery of service hours.

o Develops and implements administrative systems, processes, and documentation to support operational consistency and efficiency within CLP.

o Conducts satisfaction surveys and gathers stakeholder feedback to inform service delivery and continuous improvement across the Community Living Division.

o Advocates for program enhancements and explores potential funding opportunities to support existing services or new initiatives within CLP.

Education, Experience and Skill

o Degree or diploma in a related human or social services field.

o Three (3) years of recent related experience in Community Living sector, including a minimum of two (2) years in a supervisory or management capacity.

o Minimum 2 years relevant experience in third-party contract administration and reporting. Strong analytical skills, with the ability to present complex information clearly.

o Exercise sound judgment, problem-solving, and decision-making skills under pressure.

o Exceptional communication skills that promote seamless collaboration across diverse, multidisciplinary teams.

o Proficient computer and technical skills, including experience with data management systems (e.g. ShareVision) and Microsoft Office applications (with intermediate Excel knowledge).

Position Requirements

o Valid Class 4 Unrestricted BC Driver's License and acceptable Driver's Abstract.

o Satisfactory Criminal Record Check for working with vulnerable persons.

o Use of personal vehicle for work purposes with appropriate business insurance coverage.
