The Technical Specialist, Project Management (Capital Construction Liaison Officer), provides program and project management services to support the delivery of infrastructure and environmental projects. The incumbent acts as a technical specialist for the Client-Partners, providing support and producing deliverables for complex infrastructure and environmental projects. The incumbent undertakes research, and conducts studies and assessments to provide technical advice to the Client-Partners.
KEY ACTIVITIES
All of the follow pertain to Capital Construction Projects
- Participates or ensures appropriate RP Ops Section representation at project Pre-commencement meetings, partnering sessions, risk identification sessions, and other PMO sponsored meetings/activities.
- Participates and/or coordinates appropriate RP Ops Section participation in site coordination meetings, project Commissioning meetings and activities, and Transition meetings, to coordinate and ensure the resolution of RP Ops related issues.
- Coordinates appropriate RP Ops Section and own participation in detailed design review, during all stages of design.
- Monitors construction activities, such as Requests For Information (RFIs), Contemplated Change Notifications (CCNs), quality audits, etc, and coordinates appropriate RP Ops Section support and/or feedback as required.
- Coordinates RP Ops Section support during construction, such as electrical and mechanical hook ups, GIS support, and risk management activities, through the RP Ops Section Engineering Officer, Operations Officer and the Shop Business Managers.
- Coordinates the RP Ops Section review, acceptance and internal distribution of owner manuals, final As-builts, Shop Drawings, Commissioning (Cx) reports, and other post construction deliverables including spare parts etc.
- Coordinates and conducts regular facility tours with RP Ops Section personnel to ensure they are adequately prepared to assume ownership of new facilities and are aware of maintenance requirements well in advance of delivery.
- Assists the PM in completing all RP Ops Section Project Closeout requirements, as appropriate. Aids in Deficiency identification for RP Ops Section during transition, and related management into warranty period.
- Ensures that RP Ops Section incorporates all relevant new Building data into DRMIS as a new "Building" or "Works" asset. Ensure the Property Officer and Geomatics Cell properly assign a DRMIS Building Number for the new asset.
- Compiles and delivers periodic written or verbal reports.
- Facilitates regular communications between the RP Ops Sec Leadership and DCC management regarding evolving client needs and quality of service.

Formal Education and/or Certification(s) and Experience
- Minimum: university diploma/degree in engineering, architecture, project or construction management, or related field with eight years' relevant experience, or the equivalent
- Preferred: minimum requirements with professional designation and five years' experience in the Canadian Armed Forces as an Officer, or in Canada's Reserve Force, or with Defence Construction Canada.

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.
DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate's or employee's responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause.
