The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC's health system.
Reporting to the Manager, IT Product and Enterprise Architecture, the Product Technical Lead provides leadership and technical expertise across data workstreams and processes, fostering collaboration between various Subject Matter Experts (SME), IT teams to execute timely and compliant data migration for the BC Health Workday program. The role manages comprehensive data profiling, cleansing, and validation efforts to upload data quality and integrity. The Product Technical Lead ensures seamless data mapping and transformation aligned with system configuration and reporting standards. The role actively monitors project progress, identifies risks, and facilitates communication between IT, business SMEs, and leadership to resolve issues and provides recommendations to inform decision-making throughout the project lifecycle
Key Accountabilities
- Provides leadership and technical expertise on data-related workstreams and processes, guiding business SMEs and IT partners to ensure alignment, quality, and successful execution of data activities throughout the project lifecycle.
- Leads and provides work direction to the Data Business Analysts, using effective management techniques (e.g. coaching, mentoring, skill development, decision making, and coalition building) to ensure all data activities are well-coordinated and aligned with program objectives, timelines, and technical standards across the Workday implementation.
- Leads data profiling, cleansing, and validation efforts to maintain high data quality and integrity throughout the Workday implementation.
- Collaborates closely with integration, reporting and functional teams to coordinate data migration activities, ensuring activities adhere to project schedules and meet organizational and regulatory requirements.
- Monitors progress against project schedules, proactively identifies risks or issues, and implements corrective actions as needed.
- Works closely with business SMEs to thoroughly understand and analyze business requirements.
- Translates business process requirements into technical specifications for data mapping and transformation, aligning with system configuration and reporting standards.
- Validates data-related deliverables which include data ingestion, validation, and reporting meet quality standards, regulatory requirements, and business needs.
- Facilitates effective communication across IT, business SMEs, and the Workday Data Lead to resolve issues, prioritize activities, and support informed decision-making throughout the project lifecycle.
Qualifications
- A level of education, training and experience equivalent to a Bachelor's Degree in Information Systems, Computer Science, or relevant health care discipline, with a minimum of five (5) years recent related experience in health systems data analysis, data mapping and transformation, including experience leading data teams or projects within a healthcare setting.
- Excellent interpersonal, oral, and written communication skills with the ability to communicate complex ideas in simple terminology.
- Proficiency with computer applications including MS Word, Excel and PowerPoint.
- Ability to understand and clearly relate technical information and principals of operation to other members of the organization.
- Expert knowledge and experience in core computer technologies and strategies, including technology design, implementation, support and administration functions related to Microsoft technologies; Linux; Oracle, MySql and MS SQL, including SQL.
- Proficiency with project management tools and methodologies to effectively plan, execute, and monitor the transition.
- Experience in data migration strategies, tools, and techniques to ensure seamless transfer of data from legacy systems to cloud-based solutions.
- Ability to develop and maintain effective working relationships with internal and external partners.
- Ability to analyze operational problems and recommend innovative solutions, demonstrating time management skills.
- Working knowledge of applicable regulations, legislation, professional standards and safety codes.
- Demonstrated flexibility to meet and adapt to change in organizational priorities.
- Demonstrated organizational skills and ability to prioritize workload and work under time pressures to meet deadlines.

The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience and would be in alignment with the provincial compensation reference plan.
