Summary

This position plays a critical role in the Regional Emergency Management Partnership (REMP) between CRD and EMBC with the goal of improving all four phases of emergency management (preparedness, response, recovery and mitigation) to emergencies and disasters that impact multiple jurisdictions across the Capital Region. The position leads multiple, complex, regional integrated planning projects to ultimately improve efficiency and effectiveness of emergency management plans, programs, systems and technologies. Regional projects are taken from original concept through to final completion.

This position may require some evening or weekend hours.

Key Duties & Responsibilities
  • Leads and coordinates multiple, complex projects related to enhancing integrated regional planning and emergency management plans, programs, systems and technologies within the Capital Region and with local governments, First Nations groups, Provincial and Federal Governments, and other stakeholders.
  • Determines project scope, researches topic, defines deliverables and drafts project charter and project budget. Tracks timelines and ensures deliverables are met according to project plans and reports out on the project status.
  • Identifies existing gaps within the integrated planning and emergency response and recovery programs, systems and technologies and formulates recommendations and strategies.
  • Establishes and continually reviews implementation strategies to address long term issues and opportunities; conducts post-evaluation reviews and documents findings for future reference.
  • Provides guidance and direction to project teams.
  • Provides functional guidance to other REMP planning staff.
  • Collaborates with subject matter experts to ensure local, regional and provincial integration of plans and incorporate current developments in emergency management methodologies, programs, systems and technologies.
  • Drafts contracts; reviews proposals, recommends successful bidders. Supervises and evaluates contractors' work.
  • Leads and/or facilitates stakeholder consultation sessions to develop plans in support of project goals and objectives.
  • Drafts a variety of documents, project reports and presentations for REMP Steering Committee, various working groups and regional stakeholders.
  • Represents REMP on regional/provincial committees and work groups with responsibility for the development and maintenance of joint municipal/regional/provincial plans and programs.
  • Follows all policies, procedures and standards of the CRD
  • Performs other related duties as required.
Additional Information
  • Able to work flexible hours to meet operational needs, including weekends, days and evenings.
Key Skills & Abilities
  • Excellent communication (verbal and written), interpersonal and customer service skills.
  • Thorough knowledge of emergency management and response, including BCEMS and applicable legislation, at all levels of government including local, provincial and federal.
  • Considerable experience conducting research, expeditiously and accurately, using standard research methodologies and tools.
  • Strong ability to conduct needs assessments to help identify and prioritize new regional emergency management projects.
  • Thorough knowledge of the Capital geographic region.
  • Thorough knowledge of local, regional and provincial government emergency management programs and current issues.
  • Strong ability to manage multiple projects from initiation to completion.
  • Considerable experience managing relationships with senior level stakeholders and leading consultation sessions.
  • Considerable experience organizing, developing, facilitating and leading workshops and emergency exercises.
  • Considerable experience with contract oversight including demonstrated ability to provide guidance and direction, as required.
  • Considerable experience with the preparation and monitoring of budgets and budget expenditures.
  • Thorough knowledge of purchasing principles.
  • Strong negotiation and conflict resolution skills and the ability to diffuse difficult situations.
Qualifications
  • Degree in a related discipline
  • A minimum of 5 years' directly related experience
  • An equivalent combination of education and experience
Certifications
  • Valid BC Driver's Licence
