Job  Summary:

Reporting to the Director of Infrastructure and Planning Service, the Asset Management Specialist is responsible for leading the development and on-going maintenance of the corporate asset management program for all Town of Hay River assets. This role is key in maximizing the asset lifecycle for the Town's core assets from their initial assessment, planning, and acquisition, through their operation, maintenance, and eventual replacement.

The Asset Management Specialist maintains the long-term capital plan recommending asset replacements based on the completion of condition assessments. As part of the asset handoff process, this position ensures appropriate preventative maintenance procedures are developed and communicated to operations. 

The Asset Management Specialist administers the Town's asset management software.    The position provides training, inputs data, and produces reporting for users and management.   They have a key role in ensuring effective corporate use of the software to optimize asset maintenance and management.

This position leads the development, implementation and communication of effective asset management plans for the Town, which includes the review and ongoing development of the Strategic Asset Management Policy.

Job Duties and Tasks:

1.   Asset Assessment & Performance Monitoring. This includes but is not limited to:
·      Completes or coordinates asset condition, criticality, and risk assessments for all Town of Hay River core assets;
·      Tracks assets performance, identifying areas for improvement, and develops strategies to optimize efficiency;
·      Collects, analyzes, and interprets data related to assets' performance, maintenance, and costs; and
·      Completes analysis including level of service to determine trigger points and validates the need to move forward with recommended maintenance and replacement programs; and
·      Sets and prioritizes the level of maintenance required for assets, which includes the use of asset condition data for trend analysis to determine state of good repair levels and expected levels of service.

2.   Provides Asset Management leadership.  This includes but is not limited to:
·      Collaborates with staff to ensure a consistent approach and commitment to successfully implementing the Asset Management Strategy.
·      Raises staff awareness and understanding of asset management and its importance in organization-wide long term planning.
·      Helps staff to incorporate asset management into routine operations.
·      Supports the provision of efficient municipal operations and ensures that staff are trained in maintenance management.
·      Collaborates with staff to identify opportunities to improve asset management practices and help implement changes that benefit decision-making.
·      Develops and documents procedures to ensure accurate data collection and;
  ·      Incorporates appropriate changes to the asset management program, operating guidelines and procedures based on research, input and recommendations from end users and industry standards

3.   Lifecycle Planning & Capital Budgeting. This includes but is not limited to:
 
·      Champions the development of lifecycle cost strategies and prepares lifecycle evaluations for capital assets;
 ·      Analyzes and recommends asset renewal projects needed to sustain, enhance and renew the Town's physical assets; and
 ·      Recommends 10-year, and long range strategic capital budgets for all Town assets based on Asset Management predictive software required for the sustained, integrated operation and management of Town operations.
 
4.   Maintenance Strategy & Procedures. This includes but is not limited to:

·      Develops and maintains preventative maintenance procedures and schedules for all Town assets ensuring maintenance procedures are incorporated into the Town's asset commissioning procedures and job closeout processes;
·      Develops standard operating procedures for equipment maintenance by defining instructions for inspections, repairs, and safety to ensure consistency and efficiency.
·      Reviews and provides input on maintenance procedures identified as part of the project handoff and commissioning process. Considers preventative maintenance procedures that are currently adopted for the assets being replaced and resources required to maintain; and
·      Deletes retired assets from the asset management system as part of asset disposal policy.

5.   Purchasing Support for replacement or new corporate assets.   This includes but is not limited to:
·       Works with various departments to define requirements;
·      Translates requirements into technical specifications to support tendering and purchasing procedures.

6.   Risk Management & Safety Integration. This includes but is not limited to:
·      Identifies and assesses potential risks associated with asset operation and develops mitigation strategies;
·      Integrates health and safety system procedures into the asset management system; and
·      Works safely and in compliance with relevant statutes and regulations and within the safe work procedures and directives as established by the Town

7.   Stakeholder Engagement & Capacity Building. This includes but is not limited to:
·      Works with internal and external stakeholders to build capacity for asset management planning and develops a strong internal knowledge base, including participation in the development of Annual Corporate Asset Management plans;
·      Coordinates benchmarking of Asset Management practices and concepts;
·      Communicates, informs and when required trains other staff on policies and procedures related to the accurate reporting of tangible capital assets within the asset management system; and
·      Provides training on the asset management system.

8.   Data & System Management. This includes but is not limited to:
·      Updates the GIS to ensure accurate capture of infrastructure information data and GIS record management; and
·      Ensures asset management databases are updated with current asset condition ratings and that documentation is maintained to provide support for infrastructure funding based upon specific asset management principles.

9.   Performs other related duties as required.

 KNOWLEDGE & SKILLS:

The following knowledge and skills are required for an individual to be able to perform the duties of this position:

Education and Experience:
·      Post-secondary diploma or degree in Engineering Technology, Asset Management, Facilities Management or a related field;
·      Relevant certifications such as the Certified Asset Management Professional (CAMP) designation would be preferred;
· years of experience in asset management and maintenance planning preferably in a municipal setting with exposure to areas such as sanitary collection, treatment and disposal, water distribution, drainage, transportation, buildings/facilities and park infrastructure; and
·      Proficient with Computerized Maintenance Systems (CMMS), Geographic Information Systems (GIS), Civil 3D,and Microsoft Office Suite.

Job Knowledge Requirements:

·      Knowledge of municipal infrastructure systems such as roads, water/ wastewater systems, building, and parks;
·      Knowledge of preventive, predictive and corrective maintenance strategies;
·      Knowledge of lifecycle costing, condition assessment, risk management, and levels of service;
·      Knowledge of municipal, territorial, and federal regulations related to land and infrastructure development; and
·      Knowledge of NWT safety requirements and responsibilities applicable to owners and prime contractors in municipal construction projects.

Technical Skills and Abilities

·      Ability to generate reports and analyze trends to support decision making;
·      Ability to prioritize tasks and manage multiple projects or maintenance schedules; and
·      Problem solving and critical thinking skills.

At times, this position will require site work. The incumbent will have to work in all weather and must be prepared for both extreme heat and cold.
