CityHousing Hamilton Corporation (CHH), the third largest social housing provider in the Province of Ontario, provides affordable rental housing for the citizens of Hamilton. Summary Of Duties
Reporting to the Chief Financial Officer, CityHousing Hamilton the Manager, Finance is responsible for the management of the accounts payable financial functions including the processing of payments, invoices, financial reporting, analysis and reconciliation.

The manager oversees the Reporting and Payable functions and the employees in this section.

GENERAL DUTIES

Manages and co-ordinates the daily operations and administration of the accounts payable and reporting functions.

Directs and prepares timely, accurate and useful operating/management and financial data, including exception reporting and variance analysis for all operations of the organization.

Oversees the preparation of/or prepares, operating and management financial reports, such as exceptional reporting and variance analysis.

Develops, recommends and implements accounting policies and internal controls.

Ensures financial practices, policies, and procedures are compliant with all Federal, Provincial and Municipal mandates.

Participates in the development and monitoring of operating and capital budgets.

Develops and implements effective quality control methods and programs to ensure the section's compliance with CHH customer service performance standards for inquiries, complaints and requests for service in accordance with applicable policies and service standards.

Monitor and verify budgetary expenditures within sectional responsibility by carefully reviewing monthly variance reports to ensure that the amounts do not exceed the budget level in accordance with the financial/accounting rules.

Promotes, facilitates, and supports the application of evidence-informed decision-making and best practices in the implementation of the Tenants First Refresh.

Represents CHH finance department, for interviews, and appoints applicants to staff vacancies.

Ensures accounts payable and financial system compliance with Federal/Provincial statutes and regulations and municipal by-laws and policies/procedures.

Responds strategically to emerging business specific legislative, regulatory and policy changes by assessing the impacts on overall financial system practices and developing and implementing strategies as appropriate.

Develops and recommends corporate policies and implementation strategies related to accounts payable, as required.

Manages inquiries, issues and/or problems regarding accounts payable, and financial system functions and either responds or makes recommendations regarding an appropriate response.

Provides professional consultation, including reports, to CFO as it relates to accounts payable.

Manages and participates in special projects and various committees/meetings related to accounts payable.

Evaluates and reports on the section's service, financial, administrative and staff performance against internal and external benchmarks.

Participates in strategic planning and direction of CHH as a member of the CHH Management Team.

Provides creative leadership through consultation with an effective management team. Provides consultative services and support to internal staff in accounts payable policies and processes.

Provides direction, leadership, and coordination of teamwork; fosters a pleasant, safe work environment which supports equity, diversity, respect, customer service, innovation and quality of service.

Manages the day-to-day operations and direct supervision of staff, ensuring all functions of their jobs are carried out in a manner that is consistent with the culture, mission and values of CHH.

Motivates and encourages employees to achieve high levels of performance and productivity through open and transparent setting of goals and expectations which are aligned to CHH's strategic plan, organizational goals, and objectives.

Monitors and evaluates employee performance, career development and succession planning activities.

Provides leadership through coaching techniques, mentorship and develops teamwork. Identifies training needs; develops and implements annual training plans to address skills gaps and build capacity.

Develops and empowers staff through delegation of responsibilities and accountabilities, through regular feedback, and by providing development opportunities and technical direction.

Works as a member of the Management Team to ensure organizational goals and customer service expectations are met. Ensures legislative and provincial requirements are met and reported on.

Coverage of the CFO during their absence. Prepares and presents reports to the CHH Board, committee and shareholder as may be required from time to time.

Ensures that employees are provided with and use the appropriate equipment, material and/or procedures required to perform the assigned duties.

Ensures that all employees perform work in accordance with applicable Health and Safety legislation and all City of Hamilton and CHH applicable policies and procedures. Ensures that appropriate action is recommended for those employees who do not work in compliance with legislation, policies, and procedures.

Works in accordance with the provisions of applicable health and safety legislation and all City of Hamilton policies and procedures related to occupational health and safety.

Performs other duties as assigned which are directly related to the responsibilities of the position.

QUALIFICATIONS:

  • A University degree in a related accounting, finance, or business discipline such as Business Administration, Commerce or Economics and a recognized professional accounting designation (CPA) with four years related and progressive management experience.
  • Demonstrated ability to effectively manage a large multi-disciplinary staff in a results-oriented environment and in a predominantly unionized environment.
  • Progressively responsible experience in accounts payable, financial application support and administration in a large public or private sector organization.
  • Highly developed analytical and business planning skills with a proven track record for long-term visioning and big picture thinking.
  • Strong leadership, facilitation, communication, presentation, interpersonal and organizational skills.
  • Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff, and the general public.
  • Experience in designing and delivering customer focused programs and services.
  • An effective decision maker that promotes and fosters teamwork with the ability to manage change effectively.
  • Thorough knowledge and understanding of statutes including but not limited to GAAP and financial reporting, regulations and by-laws affecting CHH.
