This position is the Designated Official Role for Celestica Newmarket site. The chosen candidate will be nominated (to the Canadian Government - Controlled Goods Directorate) for the role of Designated Official by Celestica. The candidate will be security vetted for the role by the Canadian Controlled Goods Directorate. The candidate will also have to successfully complete and pass the Designated Official training.
Key Responsibilities: Trade Compliance:
- Manage and execute the end-to-end personnel security vetting process in strict adherence to Canadian Controlled Goods Regulations (CGP) for new hires and recurring five-year reviews.
- Direct visitor compliance vetting against CGP, ITAR, and global export control regimes, securing necessary US and Canadian government authorizations for facility access.
- Serve as the primary site point-of-contact for all CGP, ITAR, and Export Compliance inquiries, providing guidance and escalating complex issues to the Global Trade Compliance Team.
- Administer and continuously maintain the Site Security Plan under the Controlled Goods Program (CGP).
- Lead breach containment and investigation efforts, ensuring timely and compliant reporting of unlawful disclosure of CGP goods to relevant authorities.
- Execute critical trade compliance documentation, including the completion of End User Statements and comprehensive End Use Determinations (analyzing product type, aircraft classification, and usage).
- Manage the application for and maintenance of essential export permits to facilitate compliant international transactions.
- Review and manage GTS Blocks within SAP GTS to prevent non-compliant shipments.
- Act as the site CTPAT focal point, collaborating with the Global Trade Compliance Team to maintain border security integrity.
- Assist with the site adherence to Business Firearms Licensing protocols and procedures in coordination with relevant regulatory authorities.
- Administer and deliver mandatory training programs focused on the Controlled Goods Program (CGP) to ensure continuous site-wide regulatory awareness and compliance.
- Maintain a comprehensive, auditable record management system for all personnel security vetting documentation and compliance training logs.
- Participate as a standing member of the quarterly CGP/ITAR Export Compliance Council, contributing to global governance and policy discussions.
- Must have strong written and oral communication skills.
- Must be self directed and work under minimal supervision.
- Preferably should have an export compliance, customs, contracts or legal background. Individuals with backgrounds in Quality, Manufacturing or Engineering may also be considered.
- Should have a position of maturity and standing in the organization, with an assured and assertive bearing.
- Must have an excellent sense of discretion and sensitivity, as the information collected under the Controlled Goods Program is governed by the Federal Privacy Act.
- Duties of this position are performed in a normal office environment.
- Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or on numbers and other detailed data.
- Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are frequently required.
The stated range includes Base Salary and target Short-Term Incentive (STI) compensation only. A comprehensive benefits package is offered in addition to this range.
The range described in this posting is an estimate by the Company, and may change based on several factors, including but not limited to a change in the duties covered by the job posting, or the credentials, experience or geographic jurisdiction of the successful candidate.
Salary Range: $90,000-124,000 CAD/year
