The Manager, Student Conduct & Care plays a pivotal role in creating a safe, respectful, and inclusive campus environment that supports student wellbeing, accountability, and learning. Reporting to the Director, Students, this position leads the University's integrated approach to student conduct, care, and behavioral response. The Manager oversees key policies and processes, including Student Conduct, and Sexual Violence & Misconduct, ensuring responses are timely, equitable, trauma-informed, and aligned with institutional policy and provincial legislation.
As a leader within the Student Experience portfolio, the Manager fosters collaboration across campus units, chairs multidisciplinary teams, and drives initiatives that promote prevention, education, and early intervention. This role also manages the Early Assist system, coordinates care for students of concern, and advances restorative approaches to community conduct. Committed to principles of justice, equity, diversity, inclusion, accessibility, and Truth & Reconciliation, the Manager ensures all practices uphold privacy, confidentiality, and survivor-centered values while contributing to continuous improvement and institutional planning.
Responsibilities
Strategic Leadership
- Provide strategic leadership for student conduct and care initiatives, ensuring alignment with the University's mission, strategic priorities, and legislative requirements;
- Act as a trusted advisor to senior leadership on emerging trends in student behavior, risk management, and sector best practices, recommending policy and procedural improvements;
- Chair multidisciplinary teams, including the Student Supports Team and Sexual Violence Response Team, to coordinate institutional responses and foster collaboration across units such as Safety & Security, Residence, and Student Wellness;
- Champion a student-first approach that emphasizes accessibility, equity, and community wellbeing in all conduct and care strategies; and
- Support institutional planning and enrolment initiatives by contributing to annual and multi-year unit plans, goal setting, and reporting, and by representing conduct and care within Strategic Enrolment Planning (SEP).
Operation Management
- Lead, mentor, and develop a high-performing Student Conduct & Care team, ensuring clarity of roles, accountability, and professional growth;
- Oversee recruitment, onboarding, and performance management processes, fostering a respectful and supportive work environment;
- Ensure staff receive high-quality training, support, and access to well-maintained standard operating procedures that promote consistent, student-centred service delivery;
- Promote a healthy, supportive, and psychologically safe work environment by identifying and responding to workload stress, and compassion fatigue;
- Ensure the integrity of student conduct and care records, data, and systems; establish and monitor metrics to evaluate service effectiveness and strategic outcomes; and
- Manage unit budgets with fiscal responsibility, including resource allocation, forecasting, and conducting return-on-investment analysis to inform planning and decision making.
Student Conduct Investigations
- Provide institutional oversight for all non-academic conduct processes, ensuring cases are managed fairly, consistently, and in compliance with policy and legislation;
- Oversee and support the Student Conduct & Care team in the intake, investigation, and documentation of routine conduct cases, providing direction, consultation, and quality assurance;
- Serve as the lead for complex, high-risk, or precedent-setting cases, applying trauma-informed and procedurally fair practices;
- Conduct investigations into student misconduct and sexual violence, including evidence gathering, analysis, and preparation of formal reports;
- Collaborate closely with Safety & Security, Residence, Student Health and Wellness, and other partners to ensure coordinated responses that prioritize community safety and student learning; and
- Maintain integrity of case management systems and ensure standardized protocols for documentation, sanctions, privacy, and restorative measures.
Student Care
- Lead the design and implementation of the Early Assist system to identify and support students of concern through timely triage and coordinated care;
- Collaborate with internal and external partners, including Student Wellness, Accessibility Services, and community agencies, to provide holistic support for students in distress;
- Monitor trends and emerging risks, bringing forward recommendations for proactive interventions and systemic improvements;
- Provide consultation and coaching to faculty and staff supporting students, ensuring best practices in confidentiality and referral processes.
Education and Prevention
- Develop and deliver campus-wide education and prevention initiatives focused on consent, respectful conduct, and sexual violence prevention;
- Integrate prevention strategies into institutional programming such as orientation, residence life training, and faculty/staff development;
- Create accessible educational resources and communication campaigns that reflect trauma-informed and inclusive practices; and
- Evaluate the impact of initiatives through data and feedback, adjusting strategies to maximize reach and effectiveness.
Policy and Data
- Oversee the review, development, and implementation of student conduct and care policies, ensuring compliance with legislation and alignment with best practices;
- Maintain secure, centralized data systems for conduct and care cases, ensuring integrity, confidentiality, and compliance with FIPPA;
- Prepare reports and dashboards summarizing trends, outcomes, and recommendations for institutional planning and continuous improvement; and
- Benchmark policies against sector standards and lead quality assurance processes to ensure fairness and consistency.
Risk Management
- Identify and mitigate institutional and reputational risks related to student conduct and care through proactive planning and crisis response;
- Ensure adherence to standard operating procedures and legislative requirements, prioritizing safety and confidentiality in all actions;
- Respond promptly to high-risk situations and collaborate with senior leadership on risk assessment and mitigation strategies; and
- Uphold the highest standards of professionalism and compliance in managing sensitive and complex student concerns.
Qualifications
The successful candidate will possess a Master's Degree in a relevant field (Social Work, Counselling, Education, Criminology, Psychology). Completion of formal investigation training (e.g., JIBC, Investigation Training Institute of Canada, Rubin Thomlinson LLP, or equivalent) is required; if formal investigation training has not been completed, there must be a commitment to become trained within 6 months of hire.
Additional training or certification in trauma-informed, bias-aware, or sexual violence investigations, and Mental Health First Aid, Applied Suicide Intervention Skills Training, Violence Threat Risk Assessment, accessibility, trauma-informed care, substance use, etc. is considered an asset.
The successful candidate will possess the following:
- Minimum of 5 years of progressive experience in student affairs, student conduct, case management, or related fields within a post-secondary, legal, or social services environment;
- Demonstrated experience managing complex, sensitive, or high-risk student conduct or behavioural cases involving privacy, procedural fairness, and trauma-informed principles;
- Experience leading policy implementation, compliance reporting, and cross-departmental coordination related to student care, safety, or conduct management;
- Proven ability to lead teams, supervise staff, and coordinate multidisciplinary response processes involving multiple campus partners;
- Experience in developing and evaluating educational programs or prevention initiatives related to consent, sexual violence, or community conduct;
- Experience interpreting and applying legislation and policy frameworks such as the Sexual Violence and Misconduct Policy Act, Freedom of Information and Protection of Privacy Act (FIPPA), and Human Rights Code;
- Experience in investigation processes or formal decision-making within a procedural fairness context (e.g., administrative law, human rights, conduct, or workplace investigations) is an asset; and
- Demonstrated understanding of principles of equity, diversity, and inclusion with a track record in actioning them.
An equivalent combination of education and experience will be considered.
Salary and Benefits
The starting salary will be determined with consideration of the successful candidate's relevant education, skills, and experience. The annual salary range for this position is $100,000 to $115,000. The position is located at the Prince George campus.
