Associate Director, Regulatory Capital Compliance

What is your opportunity?
You will be responsible for the efficient management of RBC's overall Basel compliance framework and processes. The position adds value by providing subject matter expertise on Basel requirements in regulatory capital and reporting, monitoring the scope of such applicable requirements across RBC, providing effective challenge in coordinating the compliance assessment reviews, and researching expected regulatory developments for jurisdictions where RBC operates.
You will also contribute to the self-assessments conducted for new model applications or modifications, compilation of the model application package, and communications with regulators. Therefore, you will contribute to the significant regulatory capital savings from successful regulatory approval on new models.
You will also participate in other initiatives to better enabling success in the future: apply the enterprise self-assessment process onto other new use case (such as non-regulatory capital requirements, or jurisdictions), modernizing the SAP tool to enhance user experience, and automating manual process among others.
What will you do?
Policy and Procedure Development
- Develop and maintain the Self-Assessment Process (SAP) Policies and Procedures, OSFI Roll-out Plan and RBC Procedures for AIRB Roll-out Plan.
- Leads feedback on behalf of Basel Governance & Oversight (BG&O) on other Frameworks, Standards, Policies and Procedures when engaged by the Enterprise Policy team.
Self-Assessment Process Management
- Support the end-to-end self-assessment process, including but not limited to setting up new users, training facilitation, user guide updates, guideline interpretation, and contributor coordination.
- Ensure information completeness and accuracy while performing effective challenge and validation.
Risk and Control Oversight
- Lead efforts to socialize, seek clarification and/or update on Enterprise Risk owned issues reported in the Quarterly Operational Risk Profile.
- Manage Regulatory Compliance Management (RCM) Reliance Model related annual and quarterly activities working with our Operational Risk partners.
- Document and monitor BG&O key controls, including collecting information required to support the annual key control testing.
Stakeholder Engagement & Reporting
- Prepare or assist in the developing presentations and other material for senior management and regulatory engagement.
- Analyze and communicate new regulatory requirements to support an informed organizational position.
- Build and maintain strong stakeholder relationships across business units to foster active and collaborative working relationships.
Process & Technology Enhancements
- Lead the redesign and redevelopment of the Self-Assessment Tool to enhance user experience, improve efficiency, flexibility, and ensure future readiness.
- Identify, exploit, and implement opportunities for process automation, report streamlining, and alignment with enterprise-wide risk management, governance, and oversight practices
- Continuously seek opportunities for improvement by leveraging new technologies, data, and industry best practices
What do you need to succeed?
- Strong understanding of OSFI's Capital Adequacy Requirements (CAR).
- Proven ability to manage complex stakeholder groups with exceptional influencing skills
- Confident in challenging the depth and quality of self-assessment completed by colleagues across the organization.
- Excellent verbal, written communication, and presentation skills
- Ability to maintain a strategic perspective while ensuring attention to detail.
Familiarity with industry best practices for self-assessments against regulatory requirements - 5 years or more of experience in the financial services sector across various functions
- Experience engaging with regulators or working within a regulatory body
Nice to Have
- Bachelor's degree in business administration, law, political science, public administration, economics, or a related field.
- Minimum 2 years of experience in Market, Credit or Counterparty Credit Risk.
- Project or Program Management experience with knowledge of Organizational Change Management (OCM).
- Strong technical aptitude, with hands-on experience in Python or similar scripting languages.
- Expertise in process design and optimization.
