Reporting to the Traffic Services Supervisor, the Traffic Operations Engineer is responsible for undertaking activities that support the planning, implementation and monitoring of projects associated with the operation of the regional transportation network. The work includes creating/assessing traffic models, asset management and planning, and providing recommendations regarding proposed changes to roadway operations (intersections, traffic signals, all-way / two-way stop control, pedestrian crossing control, etc.). This position is also responsible for providing support and input into various projects and studies that impact the operation of the transportation network including, but not limited to, multi-modal and active transportation projects, complete streets projects and other traffic-related studies.
DUTIES AND RESPONSIBILITIES:
- Creates / interprets traffic models and makes recommendations related to potential changes and improvements to the transportation network;
- Provides input and recommendations related to intersection design, traffic analysis, regulatory control and the design, maintenance and operation of traffic signals;
- Working closely with Infrastructure Planning develops long term plans for the upgrade and replacement of traffic management assets
- Represents Traffic Management on various internal / external projects and technical steering committees and provides technical advice and guidance related to requirements for intersection and roadway operations and design;
- Assists with the development and administration of the capital budget for expansion and improvement the regional traffic / transportation network;
- Prepares terms of reference, evaluates requests for proposals and manages studies undertaken by outside consultants related to traffic/transportation engineering projects;
- Liaise and consult with the general public, elected officials, consultants and other government agencies as required;
- Prepares and collaborates on staff reports to senior management, Regional Council and Standing Committees;
- May perform other related duties as assigned.
QUALIFICATIONS:
Education & Experience:
- A Degree in Civil Engineering from a recognized university;
- Four years' experience in the field of traffic / transportation engineering, traffic operations, traffic modelling and intersection / traffic signal design;
- Registered as a Professional Engineer (P.Eng.) in good standing with Engineers Nova Scotia (or eligible for registration within 6 months of date of hire);
- Valid Nova Scotia Driver's License.
Technical / Job Specific Knowledge and Abilities:
- Highly proficient in the use of Transportation related computer modelling software such as Synchro / SimTraffic, VISTRO / VISSIM / VISSUM, SIDRA Intersection, including their application and interpretation of outputs;
- Highly proficient in transportation and traffic engineering guides and methods including Transportation Association of Canada Manual of Uniform Traffic Control Devices for Canada, Geometric Design Guidelines and methods of preparing and reviewing traffic impact studies;
- Moderate to high level of proficiency in traffic operations and operation / design of roadways, traffic signals and bicycle, pedestrian and transit systems;
- Moderate to high level of knowledge of traffic engineering, transportation management principles, road safety, statistical methods and analyses;
- Highly proficient in Microsoft Office Suite
- Working knowledge of ESRI GIS systems (ArcInfo, AcrView, ArcMap, ArcIMS);

SALARY:
ENG 2 $89,960 - $116,420; Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
WORK LOCATION:
Eric Spicer Building, 21 Mount Hope Avenue, Dartmouth NS. Work location can be changed according to operational requirements.
