Role Responsibilities

Reporting to the Manager of Financial Reporting and Analysis, the Team Lead, as a Senior Financial Analyst, is required to supervise Financial Analysts and responsible for playing a lead role in the preparation of financial reporting for the Ministry of Public Safety and Emergency Services (PSES). This analytical position has a significant impact on the quality of the Ministry's financial information and the overall satisfaction of clients and stakeholders (auditors, senior officials, key contacts for Government of Alberta (GoA)).

Job Responsibilities:

  • Prepare financial information, working papers, notes, schedules, templates and quarterly fiscal updates for the Victims of Crime and Public Safety Fund (VOC) and PSES.
  • Monitor the accuracy of financial information and compliance with relevant financial policies and procedures; investigate problems, provide financial advice and take corrective actions after consulting with program areas and/or the Office for the Controller (OOC).
  • Ensure the annual audit is completed within Alberta Treasury Board and Finance (TBF) and the Office of the Auditor General of Alberta (OAG) deadlines and provide needed variance analysis.
  • Collaborate with business partners and develop a working relationship with other government departments and agencies to discuss common interests and concerns.
  • Lead the Ministry of PSES financial projects/initiatives in collaboration with Financial Reporting Analysts and other department staff; participate in cross-ministry efforts to upgrade or optimize system usage and coach staff on effective and efficient use of systems.
  • Examine, analyze, and interpret complex financial data, making recommendations for improvements to enhance the reliability of financial information; prepare obligatory public disclosure for the Ministry.
  • Perform monthly reviews of trial balance accounts, reconciliations, program area expenditures to proactively identify issues and investigate discrepancies that could impact the integrity of the Ministry's financial results.
  • Provide required supporting documents to Management, including quarter-end and year-end support materials.

Qualifications

Required:

  • Education: (the minimum level of education necessary to adequately perform the duties).
  • Professional accounting designation (CPA) with at least 3 years of additional related experience; or equivalent as described below.

Equivalency:

  • University graduation in a related field plus 5 years progressively responsible related experience.
  • Related diploma plus 7 years directly related experience.
  • Related certificate plus 10 years directly related experience.

Assets:

  • Professional accounting designation (CPA) or equivalent experience, with in-depth knowledge of Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Standards (PSAS).
  • Experience in reporting, analysis, project management, complemented by strong organizational skills to enable effective conceptualization, analysis, discussion, planning, and being a strong team leader/player to carry through to complete assigned tasks, within a team-oriented work environment.
  • An in-depth understanding of financial, accounting, and analytical skills as well as the ability to prepare clear and concise reports with a prominent level of accuracy and attention to detail.
  • Experience working at a supervisory level.
