Would you like to take on a stimulating, high-impact challenge? We are looking for a Director, Environmental Impact Assessment (Quebec). Please note that the candidate may be based in one of our 2 offices: Montreal or Quebec City.
The role
Reporting to the Vice President, Environment, the candidate is responsible for leading all activities related to the Project's environmental and social assessments, overseeing the planning and monitoring of work, and liaising with internal and external stakeholders for the province of Quebec.
They provide strategic and technical leadership on environmental issues, oversee the preparation of environmental management plans, and contribute to public consultation processes and Project communications. The person also monitors regulatory and strategic developments and may be called upon to support other responsibilities, including permit and approval management, in close collaboration with internal teams and regulatory authorities.
The Responsibilities
- Lead the planning, coordination, and supervision of environmental and social assessments for the Project, ensuring an integrated vision aligned with strategic directions.
- Supervise and mobilize internal project teams and the PDP to ensure rigorous planning of all required activities and work, as well as strategic monitoring of ongoing mandates and timelines.
- Maintain and strengthen relationships with external stakeholders—regulatory agencies, communities, specialized consultants, and environmental partners—and ensure that the Project is represented in these exchanges.
- Provide technical and regulatory expertise leadership on environmental issues and guide key decisions to ensure Project compliance and performance.
- Guide and contribute to the planning and deployment of consultation and engagement activities and represent the Project in public and Indigenous consultation processes.
- Oversee the development and quality of the Project's environmental communications, ensuring they are aligned with organizational objectives and regulatory requirements.
- Monitor changes in regulations and societal expectations regarding impact assessment and management and advise the organization on strategic implications.
- Contribute to other responsibilities, including overseeing the planning, submission, monitoring, and compliance of Project permits and approvals, collaborating with internal teams and regulatory authorities to develop permitting strategies and integrate best environmental practices.
The Requirements
- Bachelor's degree in environmental studies, engineering, science, or a related field.
- Master's degree in management or environmental studies (an asset).
- Minimum 10 years of experience in a similar role.
- Significant experience in environmental regulatory processes (federal and/or provincial).
- Significant experience in federal impact assessments in a multi-jurisdictional federal and provincial legislative context (an asset).
- Experience in managing large-scale projects.
- Bilingualism (French and English), spoken and written.
- Experience in team and budget management.
- Knowledge of linear projects or infrastructure, railway or transportation experience (an asset).
- PMP certification (an asset).
