The Role
Assists, participates in, and administers infrastructure asset-specific maintenance, capital programs, and consultant contracts. Assists in the ongoing implementation, operation, and maintenance of data and systems to support the management of water assets and delivery of capital programs, including administration of divisional software and related equipment. Assists in the development/updating of the asset management and capital planning programs.
Duties/Responsibilities
- Collects asset condition data and detailed visual inspections of infrastructure. Performs field verifications to update inventory of assets, including those disposed of and acquired since last update. Uploads inspection data to Asset Management System (AMS) and develops asset priority ranking and needs analysis.
- Collects and verifies project data. Updates the Project Management System (PMS) and prepares reports regularly for the supervisor and manager.
- Participates in the implementation of the AMS and PMS. Updates and maintains data in AMS, PMS, and other integrated/related corporate systems. Uses multiple data sources and communicates with staff and external agencies as required to ensure accurate, current data. Ensures collected asset condition data and project data is stored in appropriate registers, verified, and made accessible to stakeholders (e.g., preliminary design and capital project teams, other regional and municipal staff, external agencies, the public).
- Estimates and documents deterioration of assets based on failure modes. Conducts risk analysis, including determination of probability and consequence of failure. Documents project performance indicators and provides updates on risk as it relates to project schedule and/or budgets.
- Supports capital investment planning for assets. Updates strategies for replacement, refurbishment, and maintenance of assets, including cost valuations. Assists with developing the capital investment program for short- and long-term projects using lifecycle cost analysis (based on network level failure mode, remaining life and risk analyses). Outlines capital strategies (e.g., expansion, upgrade, replace/refurbish), estimated timing and cost, and reviews with stakeholders. Identifies candidate projects for the 10-year Capital Program, including preliminary scope, schedule, and budget. Assists with developing long-term investment and funding plans.
- Develops and documents short-term (annual) maintenance needs for infrastructure assets and coordinates implementation with others. Monitors progress and records completion of work at end of cycle.
- Analyzes, compiles, and manipulates systems data to create outputs (e.g., map layouts, reports, tables, charts, graphs, presentations, workflow documents, data exports) as required. Provides information and assists with annual updates to performance reports, surveys, renewal plans, annual condition reports, and the asset management plan. Responds to requests for data from other staff, external agencies, and residents.
- Ensures data standards and maintenance plans are defined and documented to support the management of assets and project execution. Develops and maintains SOPs, user manuals, instructions and training materials for asset management and project management systems, and prepares technical and end user documentation. Identifies needs, makes recommendations, and provides user assistance as required.
- Defines and documents business requirements for new/upgraded systems to support the ongoing management and continuous improvement of assets and systems. Assists with implementation or upgrades to software systems and solutions that support the management of assets (e.g., GIS, Work Management System (WMS), PMS, Power BI, decision support tools, other specialized systems). Provides input into AMS and PMS process improvement initiatives, including procedure and workflow updates.
Additional Duties/Responsibilities
- Prepares and administers consultant contracts as needed. Creates terms of reference, reviews submittals, and assists with contractor/consultant selection and contract setup. Liaises with contractors/consultants as required.
- Leads/participates in the project planning process by developing work plans to address identified gaps/needs in data and systems. Implements project work plans to ensure milestones are met. Leads/participates in project closeout activities and prepares "lessons learned" reports and documentation.
- Participates in professional committees/user groups related to asset inspections, design standards, priority setting methodologies, asset systems, research and development of products and applications, expenditure benchmarking, performance measurements, and best practices.
- Assists in preparing annual budget estimates for the 10-year water/wastewater capital program (totalling approximately $1B). Assists with managing water/wastewater infrastructure asset-specific maintenance and capital improvement/growth programs (totalling approximately $130M annually).
- Assigns and monitors the work of co-op students (approximately 2-3 students/year). Reviews and monitors the work quality of consultants and contractors per project work plan. Provides technical guidance to others as required.
- Performs related duties as assigned.
Knowledge, Skills, and Abilities
- Knowledge and skills are acquired through a 3-year degree or diploma in Civil Engineering or related field, plus 3 years of directly related experience.
- Membership/eligibility for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) at the Technologist level.
- Knowledge and skill in water/wastewater systems; engineering, inspection, and construction methods; spatial data analysis; database management systems; data analysis; and asset management systems.
- Ability and skill in conducting asset condition inspections, and failure mode, risk, lifecycle, and benefit/cost analyses for assets, including optimizing asset renewal decision-making.
- Knowledge of and ability to comply with policies and procedures, the Occupational Health and Safety Act, Ontario Provincial Standards, Canadian Standards, Ontario Structural Inspection Manual, Ministry of Environment & Climate Change Guidelines, National Guide to Sustainable Infrastructure, and other relevant legislation.
- Experience implementing/using computer programs and relational databases in Microsoft Access and Oracle; database analysis and querying including SQL; GIS; Microsoft Office; Microsoft Power BI; and reporting tools.
- Knowledge of basic principles of asset management systems including developing asset data registers and data standards.
- Organizational and problem-solving skills to effectively schedule and prioritize workload.
- Communication and interpersonal skills to discuss, clarify, and convey information to stakeholders; resolve issues with other staff, consultants, contractors, and the public; build rapport and establish relationships with consultants and contractors; assign work and provide guidance to co-op students and consultants; and participate as an effective team member.
- Ability to respond to inquiries and provide information regarding asset data to other staff, external agencies, consultants, contractors, and the public. Ability to discuss technical requirements with consultants and ITS staff and explain systems data to non-specialized users.
- Ability to participate on professional committees regarding asset and project management, asset and project management systems, and municipal benchmarking initiatives.
- Ability to read and interpret legislation, guidelines, data models, technical data, reports, and professional publications. Ability to translate business needs into system requirements and present information effectively.
- Ability to prepare project and asset management plans, correspondence, documentation, reports, maps and minutes; assist in writing technical and financial reports to Committees of Council; and document requirements for data and software systems to support the management of asset and project data registers and data standards.
- Ability to travel within and outside Waterloo Region.
