As a Project Management Consultant, you will establish and lead the Project Management Office (PMO) within the Human Resources (HR) Business Unit, designing and implementing a scalable project management model. You will develop a best-in-class PMO that serves all of HR, providing oversight across all projects and strategic guidance, direction, and support to project managers and HR staff engaged in various initiatives. Once the office is established, you will oversee a small team of employees and contractors supporting the PMO functions. You will work in a matrix environment, reporting directly to the Manager of Strategic Services, but with day-to-day accountability to project leads and the Deputy Director, Operational Excellence. Primary duties include:

  • Develop and implement standardized project management methodologies, tools, templates, and frameworks based on existing City practices, but tailored for HR initiatives.
  • Design a scalable project management model suitable for a range of project types and sizes, ensuring alignment with organizational priorities, strategy, and values.
  • Identify the overlap across projects, helping HR determine priority projects and stage them in a coordinated way.
  • Establish and track PMO metrics and dashboards to measure and communicate project health, progress, and outcomes in a standardized format. Provide ongoing reporting to senior management.
  • Identify opportunities for continuous improvement within PMO practices and HR project delivery.
  • Build capacity and a standardized, scalable approach to change management for projects, in collaboration with HR's Organizational Development team.
  • Build essential project management skills across HR staff and establish knowledge-sharing practices.
  • Provide expert project guidance through coaching and support to HR project managers to elevate project outcomes and capabilities.
  • Assist project leads in structuring their projects use best practices in project management.
  • Work closely with project and program managers from other corporate areas.
  • Lead working sessions to troubleshoot project issues and support timely, informed decision-making.

Qualifications

  • A degree in Business, Public Administration, Communications or similar field and at least 8 years of experience with strategic business and financial planning and management, including Project Management experience OR;
  • A completed 2 year diploma with a Project Management Professional (PMP) certification and at least 8 years of experience leading, managing or directing projects.
  • Demonstrated success in establishing and leading a Project Management Office (PMO) ideally within HR, with deep expertise in applying project management methodologies to drive strategic talent initiatives and organizational effectiveness.
  • Strong leadership and communication skills, as well as the ability to oversee multiple projects simultaneously and drive results under tight deadlines.
  • Adaptability, collaboration, strong organizational skills and the ability to influence without authority are vital to this role.

Workstyle: This position may be eligible to work from home as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
