Position DescriptionThe Senior Manager, Quality Management and Emergency Preparedness is tasked with collaboratively developing and sustaining hospital-wide processes for quality management, patient safety, and emergency preparedness within an overarching quality framework. This position plays a vital role in advancing SickKids' strategic goals related to quality and safety. Beyond managing the daily operations of the Quality Management department, the Senior Manager in collaboration with the Director and Chief Quality Officer ensures consistency in professional development initiatives across both centralized and decentralized quality improvement functions while devising strategies to enhance quality improvement capabilities among all SickKids personnel. Principal responsibilities include leading the collaborative development of the annual Quality Improvement Plan (QIP), overseeing organizational emergency preparedness activities, Caring Safely program integrating and enhancing hospital quality metrics, and providing strategic leadership for key quality improvement projects.

Team Dynamics
The Senior Manager, Quality Management and Emergency Preparedness will report directly to the Director of QSIE and oversee the Quality Management Department staff. This role requires the Senior Manager to serve as a resource for decentralized Quality Leaders and Improvement Specialists across diverse practice environments. The Senior Manager is responsible for facilitating organization-wide Quality Management and Emergency Preparedness initiatives, collaborating with a broad range of internal and external stakeholders. Additionally, the Senior Manager will chair and participate in various hospital committees and decision-making groups, both within and outside the organization.

Key Areas of Responsibility:
- Collaborates with the Director of Quality and Safety, Infection Prevention and Control, and Emergency Preparedness (Director QSIE) and the Chief Quality Officer to define both annual and long-term departmental objectives, as well as to establish performance metrics and targets.
- Assumes responsibility for the daily operations of the Quality Management department.
- Oversees SickKids' Emergency Preparedness program, ensuring alignment with regional standards, industry best practices, and simulation and education initiatives.
- Provides on-call support for Emergency Preparedness one week per month.
- Coordinates the development of SickKids' annual Quality Improvement Plan (QIP), engaging relevant internal and external stakeholders and ensuring consistency with Ontario Health requirements.
- Partners with stakeholders to develop, analyze, and maintain the Hospital Quality Scorecard, ensuring an annual review cycle in line with other performance measurement processes and tools.
- Supervises and facilitates the central programming and evaluation of Quality Improvement Projects in collaboration with the QIS's.
- Facilitates professional development opportunities for members of the Quality Management department and other hospital quality improvement specialists, aligning offerings with core competencies and strategic priorities.
- Leads and supports selected strategic quality improvement initiatives that arise from hospital quality and safety committees and processes, including the Quality Management Council, Hospital Morbidity and Mortality Committee, and Serious Safety Event Committee.
- Leads and supports strategic priorities within SickKids' Caring Safely program, including processes related to Serious Safety Event review, prevention of Hospital Acquired Conditions, Good Catch and Safety Coach programs, and strategies for Caring Safely education.
- Works with the Director of QSIE and the Chief Quality Officer to develop and uphold quality education, job competencies, and support systems for key quality positions throughout SickKids, including both centralized and decentralized roles.
Direct Reports & Budgetary Responsibility (if applicable):
- Works in partnership with the Director of QSIE to identify budget needs and priorities through regular fiscal planning, taking responsibility for monitoring and managing departmental resources according to the annual plan.
- Leads and supervises a team of 8 QIS professionals and 1 administrative staff member, overseeing work assignments based on priorities, individual expertise, professional growth opportunities, and ensuring sustainability for essential hospital-wide operations.

- Results-driven professional with outstanding organizational, analytical, and project management and team building abilities.
- 3-5 years' experience in a quality improvement role in a healthcare setting
- 3-5 years' experience in project management and facilitating change management initiatives both locally and hospital wide
- Skilled in effectively communicating, collaborating, and engaging both individuals and groups across diverse internal and external partners.
- Proven proficiency in quality improvement methodologies, analysis and tools, with effective implementation in healthcare settings
- Strong communication and teamwork skills and a dedication to fostering psychological safety.
- Demonstrated expertise in data management principles and systems
- Highly proficient with Microsoft 365 applications, including:

- Demonstrated commitment and actions in advancing equity, diversity, and inclusion objectives
Education
- A minimum of 5 years of direct care clinical professional experience in a healthcare setting is required.
- Undergraduate degree in a healthcare related discipline is required.
- Graduate degree in a healthcare leadership/management, quality improvement/patient safety, or education is required.
- Evidence of continuing education in all or some of quality improvement, patient safety, process improvement, IMS/EP is required.
Skills or Experience Desired:
- 3-5 years' people management experience
- Demonstrated knowledge and experience in core Quality Management functions, including but not limited to:
- Safety Reporting Systems
- Policy, Procedure, and Guideline Management
- Accreditation processes
- Development of Quality Improvement Plans
- Serious Safety (Critical Incident) Event Reviews
- Emergency Preparedness
- Solutions for Patient Safety and Caring Safely Program
- Certification in Lean Six Sigma Methodology at the Yellow and/or Green Belt level
- Certificate course or MSc in Quality Improvement and Patient Safety
- Project Management Professional (PMP) Certification
- Proficiency and experience in Incident Management Systems (IMS) and Emergency Preparedness (EP) principles
- Completion of IMS 100 and 200 courses from Emergency Management Ontario
- Strong understanding of adult education principles and group facilitation techniques
- Experience and knowledge of HR principles, best practices, and performance enablement
