The Fixing Long-Term Care Homes Act, 2021 was developed to improve the residents' experience and quality of life in long-term care homes in Ontario. It sets clear and detailed requirements for residents' rights, care and services, and for the operation of long-term care homes.
The Ministry of Long-Term Care, Long-Term Care (LTC) Inspections Branch is an exciting and high-volume area responsible for inspecting long-term care homes for compliance with applicable legislation, regulation and ministry policy.
In this exciting role, you will provide subject matter expertise in the areas of environment health and public health supporting the residents of LTC homes across the province. You will develop operational policies and procedures and training, and complete inspections, assessments and determination of non-compliance.
The Long-Term Care (LTC) Inspections Branch seeks qualified LTC Consultants/Environmental Inspectors to inspect and enforce legislative and regulatory requirements governing residents' rights, safety and quality of care in long-term care homes. Please note: The position requires extensive travel within the province. You may also be required to work at locations other than the head office or satellite offices.
About the jobIn this role, you will:
- Provide policy and program expertise/advice to the management team and inspectors in the area of environmental health discipline
- Develop policies and procedures and initiatives, and training materials
- Support the LTC inspection process, collecting and documenting evidence gathered to determine non-compliance
- Verify non-compliance with applicable legislation, regulations, policies and directives
- Testify as an expert witness in appeals and court proceedings
- Foster collaboration and partnerships within the Branch, Ministry, with other ministries, other jurisdictions, and external stakeholders
Mandatory requirements
- You are currently registered as a Canadian Public Health Inspector.
- You have a valid Ontario driver's license to travel extensively in the Province and work irregular hours.
- You have extensive knowledge and experience of the long-term care sector and long-term care home operations from an environmental health or public health perspective.
- You have knowledge of relevant acts and regulations governing the operations of LTC homes and resident care as well as relevant Ministry/Divisional program policies and procedures related to conducting inspections and investigations.
- You have demonstrated knowledge of principles, theories and approaches of adult learning to support the development and delivery of training materials.
- You have proven knowledge of current long-term care homes operations, client population and external stakeholders.
- You can perform effectively in highly stressful, politically sensitive situations.
- You have experience using project management, planning and organizational skills to develop policy and training materials.
- You have demonstrated leadership, resourcefulness, and assertiveness to inspect LTC operations and liaise with stakeholders, the public and LTC home administrators.
- You have proven expertise developing policies, procedures, and other written materials.
- You have experience applying knowledge of all inspection types, inspection and investigation methodologies, theories and ability to inspection processes.
- You can conduct inspections, evaluate evidence, determine non-compliance and recommend solutions.
- You have analytical skills to evaluate evidence, make recommendations, and act as an expert witness in court proceedings.
- You can evaluate nursing care and home operations, and determine non-compliance and appropriate actions/sanctions.
- You have experience collecting data and information, identifying trends, and assessing implications of new legislation/regulations.
- You have proven problem-solving and conflict resolution skills to resolve issues between the public and stakeholders.
- You have demonstrated experience presenting information to a variety of audiences, facilitating discussions, delivering training, and providing advice/recommendations.
- You have collaboration skills to work effectively within an interdisciplinary health team, and to liaise with managers and peers.
