Waypoint Centre for Mental Health Care is a 315-bed academic and teaching hospital that provides specialized mental health, addiction and geriatric care. Located on the shores of Georgian Bay, we serve some of the most complex and disadvantaged individuals in Ontario and are the sole provider of high-secure forensic mental health services in the province.

The Manager of Data Analytics is seeking a Temporary Full-Time Data Analyst to support the organization's AI strategy and key strategic initiatives. The purpose of the position is to lead and contribute to the identification, organization, consolidation, formatting, and validation large volumes of operational data to create high-quality, secure, and AI-ready data assets that enable advanced analytics, artificial intelligence, automation, and data-driven strategic projects. The role is responsible for analyzing, monitoring, validating, and making available clinical, statistical, and business data to support evidence-based decision-making across all levels of the organization, including descriptive, predictive, and operational use cases. The Data Analyst will provide expert advice and consultation to assigned program areas, support the effective use and adoption of analytics and AI-enabled tools, oversee and administer data collection, analysis, and visualization platforms, and lead or contribute to mandatory submissions to external agencies in alignment with regulatory and data governance requirements.

Please Note: This position offers a hybrid work environment consisting of 3 in-office days and 2 remote work days per week. Office location is 500 Church St, Penetanguishene, ON L9M1G3.

KEY ACCOUNTABILITIES:

  • Identify, organize, consolidate, format and validate large volumes of operational data for secure and efficient use and access by report/presentation consumers; Analyze, monitor and validate clinical, statistical and business data to established standards, norms and guidelines; ensure data is "fit for use" following the established data quality framework for integrity, timeliness, stability and utilization; develop/create dashboards, reports, templates and other forms of information visualization using established standards to ensure the information being presented is relevant, timely and articulate; and to ensure appropriate access using established security standards to said presentation/information
  • Acting as a consultant, provides expert advice, coaching and feedback on the work of others as it relates to gathering, analyzing, reporting and understanding of operational data to determine hospital-wide and program/department needs and make recommendations to Department Heads, Program Coordinators and Senior Managers to support effective decision-making including but not limited to; assist programs with their understanding for consistent and accurate data capture in support of clinical and operational decisions and performance; analyze trends, outcomes and performance to approved budgets or targets and provide answers and possible solutions for the consumer; act as a subject matter expert in the design and presentation of data in the format that meets the consumer's needs; participate and assist as a member of the program business team in the understanding of the data that is in use or will be used for decision making.
  • Evaluate information systems, proposed solutions and revisions of systems including analytics platforms, AI tools, and model inputs/outputs as it relates to data capture, feature engineering, data outputs and reporting; assess impacts to data standards, model performance, explainability and reporting integrity.
  • Responsible for or assist with accurate regulatory submissions to external agency including but not limited to MIS Trial Balance to Ministry of Health and Long-Term Care, Bed Census data to the Ministry of Health and Long Term Care, Self Reporting initiative to the Local Health Integrated Network, Resident Assessment Instrument-Mental Health to the Canadian Institute for Health Information, Quality Improvement Plan to Health Quality Ontario, Wait Times to Cancer Care Ontario, Alternate Level of Care to Wait Time Information System and the Ontario Case Costing submission; evaluate the impact and provide direction and guidance to all levels of the organization any changes related to Management Information Systems, Canadian Institute of Health Information, Ontario Hospital Reporting Standards, Ontario Mental Health Reporting Standards and Ontario Case Costing standards.
  • Plan, implement, participate in committees, working groups, projects including organizational AI initiatives, pilot implementation and data modernization efforts, incorporating Continuous Quality Improvement and responsible data and AI principles into these activities.
  • Contribute to the development of data governance, documentation, and monitoring practices to support safe, ethical, and effective use of AI.
  • Managers have the right to assign additional duties and schedule alternate work locations based on operational requirements.
  • Performs all work at all times in compliance with all hospital policies and procedures, legislation (Occupational Health & Safety Act, Fire Code, WHMIS, etc.) relevant to health and safety, security and potential risk hazards.

REQUIREMENTS/QUALIFICATIONS:

  • Bachelors Degree in a related field required (Business or Healthcare Administration, Computer Science, or Finance preferred.)
  • Job requires a background in data analytics, practical statistics, business intelligence and/or artificial intelligence and experience working on complex analytical projects with diverse teams and developing data driven and outcome-based initiatives to improve business decision making and operational efficiencies
  • Healthcare delivery system operations, healthcare informatics, and healthcare benefits and terminology;
  • Operations in the healthcare industry and a strong acumen of business processes, including operations, delivery models and revenues models; healthcare industry and healthcare information standards such as HL7 & ICD 9/10
  • Information life cycle including how information is created, flows, is managed, disseminated, accessed, stored, purged and archived
  • Datasets and tools including data warehousing, SQL Server, SQL Server Reporting Services and Analysis Services, Excel and Microsoft Office.
  • Continuous Quality Improvement (CQI) methodology to incorporate the principles into everyday work.
  • Relevant sections of related legislation, such as the, Mental Health Act, Public Hospitals Act, College of Nurses Standards of Practice, Regulated Health Professions Act, Health Care Consent Act, Canadian Institute for Health Information and Ministry of Health and Long Term Care.

  • Proven written and verbal communication skills
