Program Operations Manager, HCWPC and Deputy Program Director

As Program Operations Manager, HCWPC (Halifax Class Work Period Contracts or Frigate Program) and Deputy Program Director, you will be supporting the HCWPC Program Director (PD) for the execution of the HCWPC Program at Davie. This includes the development and delivery of the program execution strategy, encompassing all phases of the in-service support, repair and maintenance for the Halifax Class Frigates contracted to the company by the Royal Canadian Navy. The POM also supports the PD in program-related customer relations to ensure that all program management responsibilities are executed upon with the support of the various functional support departments including Engineering, Planning, Project Controls, Supply Chain, Finance, Legal, and Production. More specifically, you will:
- Develop and ensure effective implementation of the program execution strategy and related program control processes in accordance with its requirements. Identify risk areas and recommend mitigation plans as part of the Program Management implementation approach.
- Develop the in-service support plan which provides for effective management of all repair and maintenance activities for the Frigate Program.
- Lead the Frigate Program and Project Management using Davie's matrix organization. This includes building strong working relationships with the functional departments to secure program and project success by ensuring appropriate staffing (skills set and quantity alike). Particular focus will be placed on quality control, safety, project controls and procurement.
- Identify, set, and monitor key performance indicators with the frigate team to ensure that the program and project are effectively delivered, including monitoring of scope, schedule and cost performance.
- Lead and manage the program and project team so they are highly motivated to safely deliver quality products and ancillary services when needed, on time and within budget.
- Manage the client-supplier relationship by acting as a key liaison (e.g.: hosting progress review meetings, etc.). Identify and communicate contractual obligations and ensure that they are always respected.
- Supervise the development, approval, and issuance of client and internal status reports that proactively support, monitor, and communicate budget, actual status, forecast costs, and labour hours required for each assigned project. Ensure recommendations are provided in conjunction with these reports to provide corrective actions for implementation.
- Establish and effectively leverage cross-discipline relationships within the project team(s) to facilitate the achievement of objectives.
- Establish and support the HCWPC program management team. This includes proactively identifying the resource needs and ensuring suitable team composition is in place as required. Establish a plan for resource mobilization, including training if needed.
- Define and advise your superiors and program team on specific actions to effectively manage cash flow.
- Lead the program management team in such a manner as to make them motivated, satisfied, loyal and effective team members who are committed to achieving the standards and the program goals and of the corporation as a whole.
- Complete all probationary and subsequent performance reviews for the Frigate Program and project management team.
- Ensure that all Program Management employees have received sufficient training for their role.
- React appropriately to actions that require disciplinary action by working in conjunction with Human Resources and Health, Safety and Environment departments, as required.
Qualifications
- Over fifteen (15) years of progressive experience in program management, including a minimum of ten (10) years of supervisory experience; with a minimum of seven (7) years in the last twelve (12) years in program management experience and must include at least one Government Marine Level Three (3) maintenance project with a minimum of hours.
- Bachelor's degree in engineering, construction management, business administration or related field is preferred.
- Familiar with, and is fully capable of application of skills and methods in cost and schedule control methodologies as contained in AACEi and PMI (PMBok) standard practices. Sound understanding of project delivery phases, activities performed in each phase, and associated deliverables.
- Working knowledge of Earned Value Measurement (EVM—ANSI EIA-748B) in design, engineering, procurement & construction.
- Working knowledge of risk management principles and methodologies.
- Expert knowledge and demonstrated understanding of the interrelationship of a good technical project scope definition, quality of the schedule and estimate, navy ship repair and maintenance sequencing and execution, procurement and contracting strategies and commissioning.
- Effective written and verbal communication skills; able to clearly identify and articulate issues to senior management.
- Bilingualism is an asset.
- Capability to obtain a federal Secret security clearance level as well as the required security clearance under the Canadian government's Controlled Goods Program.
- The nature of the position requires a high degree of collaboration and cooperation with other team members, all of whom must work cohesively to meet tight deadlines.
