This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Make a difference

The Supervisor, Continuous Improvement leads the development and implementation of procurement policy and process improvements, ensures audit actions are addressed, and promotes continuous enhancement in procurement practices to drive compliance, consistency, and efficiency. This role builds organizational capability through training, stakeholder engagement, and cross-functional collaboration, while supervising a small team and aligning process improvements with legislation, trade obligations, and TCHC's strategic direction.

What you'll do

Planning & Policy Management:

  • Lead the annual review and update cycle for procurement policies and procedures, informed by legislation, audit findings, and operational needs.
  • Guide revisions to procurement protocols to align with legal requirements, internal objectives, and trade treaties.
  • Represent the team in working groups and committees, spearheading new or revised policy development.
  • Monitor legislation, case law, and procurement standards for relevant updates.

Process Execution & Continuous Improvement:

  • Oversee actioning of audit recommendations—assign tasks, produce documentation, and track completion.
  • Lead the implementation of externally mandated procurement improvements (e.g., auditor-driven), establishing controls and compliance standards.
  • Analyze procurement data and operational feedback to spot improvement opportunities and operational inefficiencies.
  • Ensure quality of award documentation and coordinate communication to stakeholders regarding outcomes.
  • Propose and implement process improvements using root cause analysis techniques.
  • Design and maintain continuous improvement tools and systems, monitor KPIs, and lead cross-functional process improvement events

Stakeholder & Cross-Functional Collaboration:

  • Liaise with Legal to ensure accurate legislative interpretation in procurement guidance.
  • Work with divisions to assess training needs and deliver tailored training for compliance.
  • Engage with stakeholders to gather input, conduct change impact assessments, and manage expectations throughout change processes.

Training, Coaching & Knowledge Transfer:

  • Develop and deliver training, coaching, and tools to embed Lean, Six Sigma best practices into procurement operations
  • Mentor team members and divisions in continuous improvement methodologies.
  • Assess training effectiveness, gather feedback, and refine resources to address gaps in awareness and application.

Monitoring, Measuring & Sustaining Change:

  • Track the status of improvement initiatives, coordinate cross-divisional impacts, and prevent conflicting efforts.
  • Develop dashboards and analytics to measure ROI, performance gains, and continuous improvement outcomes.
  • Conduct post-implementation evaluations and "lessons learned" reviews to refine protocols and sustain gains.
  • Institutionalize change via documentation, performance management, knowledge transfer, and continuous improvement culture.

What you'll need

  • Bachelor's degree in business, Supply Chain, Public Administration, or related field.
  • 5–7 years in procurement improvement or change management roles, ideally in public sector or unionized environments.
  • Proven supervisory or leadership experience over process improvement teams.
  • Proficiency in Lean, Six Sigma (certification preferred), root cause analysis, change management, and training delivery.
  • Ability to interpret legislative changes and apply to policy development and maintenance

Nice to have:

  • Project management certification (e.g., PMP) and/or Lean Six Sigma certification considered an asset.
  • Advanced analytical ability and data-driven mindset.
  • Strong written and verbal communication, stakeholder engagement, and facilitation skills.
  • Ability to drive continuous improvement culture and manage multiple concurrent initiatives.
