Web Master Salary: $50,442.00 AnnuallyDescription  This is a supervisory level position, providing, supporting, monitoring, testing and troubleshooting hardware and software regarding Web Development/Design pertaining to a Local Area Network (LAN) and the Enterprise Virtual Private Network (ENTERPRISE).An employee in this class works under the immediate supervision of a Senior Network Manager or System Administrator. He/she is allowed some degree of independence in carrying out the duties of the job. Work is reviewed through conferences and appraisal of the project from its inception through final stages. Duties and ResponsibilitiesProvides end users with support for all WEB based Development and Design.Regulates and manages the access rights of government employees who use the government websites. This includes the appearance and the setting up of website navigation.Oversees the updates and maintenance of websites that have been developed.Oversees the work of Web Technicians in the development/design of websites.Oversees content placement.Meets with stakeholders/end users to obtain input on development of websites, inclusive of whether the site will be interactive or information based. Determines whether the online media is to sell product or services for the Government of the Virgin Islands.Receives trouble tickets and handles the trouble call or assigns them to subordinate technicians or fixes the problems with web sites.Closes trouble tickets.Assists in designing or developing websites at times.Utilizes a certain degree of creativity and latitude to get problems resolved.Performs related duties as assigned.Minimum QualificationsA B.S. or B.A. Degree in Computer Science, Computer Information Systems, Information Management Systems, and four (4) years of progressively responsible experience in a web hosting environment. ORAn Associate's Degree in Computer Science, Information Systems or any closely related field and six (6) years responsible experience in a web hosting or related area. ORAn Associate's Degree in Computer Science, Information Systems or any closely related field plus two (2) years experience working in the capacity of a WEB technician.Position FactorsFACTOR 1 - KNOWLEDGE REQUIRED FOR THE POSITIONKnowledge of departmental rules and regulations.Knowledge of fundamental operating rules, procedures and advanced computer commands and operations.Knowledge of web hosting, design, development and the Internet.Knowledge of Anti-Virus Software, Anti-Spyware Software, and installation of all other types of software including specific website design software like Dreamweaver, FrontPage, Publisher,Fireworks, Flash, Studio MX, and Adobe Photo ShopKnowledge of HTML, >ML, >ŒITML, CSS, web, RSS standards-based design.Knowledge of standard concepts, practices, and procedures within a particular field.Skilled in the use of computers and related equipment in entering and retrieving stored subject matter and other data.Ability to read, write, comprehend and follow oral and written instructions.Ability to communicate with co-workers, end users and ENTERPRISE clients.Ability to establish and maintain effective working relationships with all persons contacted in the course of the work.Ability to supervise others and plan and coordinate work activities.FACTOR 2 - SUPERVISORY CONTROLSThis employee works under immediate supervision. He/she typically reports to the Network Manager.A certain degree of creativity and latitude is required.Employee completes work or distributes work based on job orders and assignments, works with minimum supervision and is responsible for work outcome.FACTOR 3 - GUIDELINESEmployee relies on instructions and pre-established guidelines to perform the functions of the job.FACTOR 4 - COMPLEXITYEmployee's job functions require developing, designing websites and/or overseeing the development and design of websites for the ENTERPRISE clients based on needs of each clients. The work requires trouble shooting and fixing of problems, logging of reports regarding various issues and visiting other agencies or supen'ising a technician who does the work. The work to be performed is conducted in an internal office website or for the V.I. Government department/agencies. The work requires technical knowledge of computer, installation of software, ability to collect data from end users and report information on the website as required and needed. The employee should be able to correct problems and research issues and or supervise some who does the actual work.FACTOR 5 - SCOPE AND EFFECTThe position requires a person who will coordinate and oversee the activities of other people working on website development/designs. Some of this work could encompass all aspects of a webmaster which includes coding, production and user interface. Duties may range from Information Architect to ensuring site usability and user experience and menu taxonomy.FACTOR 6 - PERSONAL CONTACTSContacts are with internal and external users of the ENTERPRISE, the FMS and the ERP users. In essence, meet with any government department or agency representatives with an existing website or one who has the desire to have one developed.FACTOR 7 - PURPOSE OF CONTACTSThe purpose of the contacts is to determine client's needs, address trouble calls, fix problems and enter status into a log.FACTOR 8 - PHYSICAL DEMANDSSpecific agility and dexterity requirements as well as the physical exertion involved in the work such as climbing stairs, lifting boxes of computer peripherals, pulling and installing cables and other wiring, prolonged sitting stooping or kneeling and entering data, commands to a keyboard and reviewing output by CRT or Printer.FACTOR 9 - WORK ENVIRONMENTEmployees work in an air-conditioned office, with generally pleasant work surroundings. Employees may have to visit other governmental department or agencies relative to necessary request for websites, adjustments
