Vancouver Coastal Health is looking for a Chief Project Officer, and Executive Director, Capital Planning and Projects to join the team.
Reporting to the Executive Facilities Officer for Facilities and Real Estate, the Chief Project Officer and Executive Director is responsible/accountable for a regional or Community of Care portfolio of planning, projects and real estate priorities. Through co-developing the strategic plan and leading the development site specific master plans for a regional portfolio of real estate, to developing, leading and implementing large-scale capital projects for a regional or Community of Care at Vancouver Coastal Health (VCH) (a portfolio in excess of $500M of Capital Projects), overseeing the planning processes, establishing guiding principles, overseeing clinical and facilities design and construction, ensure the vision established for the designated Community of Care is met for the organization, its patients, care providers and local communities.
Duties include the planning, deployment, and evaluation of related physical, financial and human resources, in support of the strategic and operational needs of the organization and making decisions involving the Strategic Planning Partners, Project Contractors, Regional Hospital Districts (where present), and Developers. Specific Capital Projects arising may include multiple phases and delivery methods, Public Private Partnerships (P3), Design-Build (DB), Construction Management (CM) and Design-Bid-Build/Stipulated Sum.

As a Chief Project Officer, and Executive Director, Capital Planning and Projects with Vancouver Coastal Health you will:
- Responsible for effective and timely discharge of the organization's responsibilities, as set out in the Business Plan and other agreements; responsible for the quality and management of project planning for the Strategic/Master Plans and Capital Projects by overseeing and directing the planning of programs/services including the planning of construction processes; ensures appropriate project management plan in developed, maintained and implemented; utilizes established methods and tools and uses the Project to further develop new Facilities and Project Planning approaches to risk, quality and reliability of project delivery and stewardship innovations.
- In conjunction with the Community of Care, develop an integrated strategic facility plan for the region and site specific master plans for each facility aligned with the Community of Care's strategic vision, mission, and goals.
- Approve all requests for scope revisions according to established signing authority, governance, project management, health authority and project board requirements by consulting with the partners and senior executives on such decisions; oversees and coordinates the development and reporting of building specifications, service and program requirements, equipment specifications, information systems and technology requirement to support the Project.
- Oversee the management of financial resources to meet initiatives, goals, targets of the strategic and operating plans; ensure short and long term planning occurs to effectively plan and implement both operating and capital expenditures; initiates current and future program/service adjustments; provides overall leadership, direction and supervision of assigned team members.
- Ensure effective interface with Community of Care Senior Leadership, Program Directors, User Groups and other organizational leadership and professionals to deliver effective input into all stages of the Project; ensures all legal, financial and operational activities are consistent and compatible with the organization's requirements.
- Support the Community of Care Executive and Project teams in the development of long range facility plans, projects, and procurement of contractors to deliver Capital Projects integrated with and supportive of various Facilities and Real Estate functions and mandate; leads assigned resources in the development of best practice clinical plans for the new facilities in order to maximize their clinical functionality; contributes to and reviews the Project-led design development process for the facility; develops operational plans for clinical service delivery within the new facilities; develops and implements commissioning and move-in plans for new and existing clinical and clinical support programs.

Qualifications
Education & Experience
- Master's Degree in Business Administration or a related field, supplemented with ten (10) to fifteen (15) years' recent related experience in progressively more complex and senior management/leadership roles in a large complex health care organization including five (5) years' recent, relevant experience as a Chief Project Officer responsible for managing large, complex capital projects, or an equivalent combination of education, training and experience.
