Background
The Condominium Authority Tribunal (CAT) is an adjudicative tribunal dedicated to resolving certain types of condominium-related disputes. The CAT is Ontario's first fully online tribunal and uses an online dispute resolution system (CAT-ODR) to help people resolve their disputes conveniently, quickly, and affordably.
The CAT has exclusive jurisdiction to hear and to make legally binding and enforceable decisions about certain types of disputes under the Condominium Act, 1998. The CAT can currently, accept applications about a range of issues including Condominium Records, Pets and Animals, Vehicles, Parking and Storage, Noise, Odours, Vibration, Light, Smoke and Vapour, and Compliance with Settlement Agreements.
The CAT is part of the Condominium Authority of Ontario (CAO). The CAO provides services and resources for condominium communities. These include:
- easy-to-use information to help owners and residents understand their rights and responsibilities
- mandatory training for condo directors
- resources to help condo owners and residents resolve common issues
- an online dispute resolution service through the CAT
Role Purpose
The CAT Vice-Chair provides adjudicative leadership and operational support to the Condominium Authority Tribunal (CAT). The Vice-Chair resolves complex disputes, mentors Tribunal Members, leads special projects, and supports the continuous improvement of Tribunal processes and stakeholder engagement. The Vice-Chair acts as a key representative of the Tribunal and may act in the place of the Chair as delegated.

Key Responsibilities
Adjudicative Leadership & Dispute Resolution
- Resolve complex or novel cases brought before the Tribunal, utilizing advanced dispute resolution methods.
- Supervise and support Tribunal Members in handling challenging legal or procedural issues.
- Promote best practices in decision-making and ensure consistency and quality in Tribunal decisions.
- Lead the review of draft decisions in accordance with the Tribunal's decision review policy.
- Monitor developments in administrative and condominium law, identifying impacts on the Tribunal.
Team Leadership & Member Support
- Provide day-to-day guidance, mentorship, and assistance to assigned Members.
- Participate in the assignment of work and performance assessment of Members.
- Support the professional development of Members through training and ongoing education.
- Provide input into responses to public complaints regarding Members.
Tribunal Adjudicative Operations & Quality Assurance
- Contribute to the planning and implementation of operational changes and new initiatives.
- Advise on and draft documents related to Tribunal policies, practices, rules, communications, online content, training, and other resources.
- Ensure quality assurance of Tribunal operations, including public-facing communications and adherence to performance timelines.
- Lead committees and special projects as assigned by the CAT Chair.
- Foster a culture of excellence, integrity, and innovation within the Tribunal.
Stakeholder Engagement & External Representation
- Under the direction of the CAT Chair, represent the Tribunal in external communications and stakeholder relationships.
- Develop public information and instructional materials/guides regarding the CAT's jurisdiction and processes.
Platform & Process Improvement
- As the adjudicative expert, support the implementation of modern technologies, platform improvements, maintenance, and approaches to improve access to justice.
- Identify opportunities to enhance adjudicative processes and operational efficiency.
Qualifications
- All qualifications required of a CAT Member, plus:
- Demonstrated leadership skills, tact, and judgment to guide, mentor, assign, review, and support Members.
- In-depth understanding of the professional, institutional, legal, policy, and community context in which the Tribunal and the Condominium Authority of Ontario operate.
- Detailed knowledge of administrative law, Tribunal rules, policies, and procedures.
- Advanced practical experience in dispute resolution, including online systems.
- Experience managing part-time tribunal members and tribunal staff.
- Effective communication, interpersonal, and mentoring skills.
- Excellent writing skills for clear, complete, and concise decisions and constructive review of draft decisions.
- Commitment to accountability and governance practices of both the Tribunal and the Condominium Authority of Ontario.
Working conditions/environment
This role is remote, but candidates are required to reside in the province of Ontario
Hiring Range
The base salary range for this position is 159,154 CAD to 181,921 CAD, and the actual starting salary will be based on factors such as skills, relevant work experience, education, etc. In addition, you will also be eligible to participate in CAO's employee benefits plans and group RRSP program as per CAO's policy
