The Digital Design and Delivery Division (DDD) is currently working with Ministries across the GoA, establishing working relationships with partner Ministries throughout this engagement. DDD's Platforms branch manages large-scale enterprise projects to build and maintain high-impact platforms, products and services related to identity and access management, payment distributions, and e-commerce.
DDD's Platforms branch is looking for an experienced and motivated Senior Data Architect (Architect) to lead and manage the implementation of data systems and databases while providing data administration support for large-scale enterprise platforms, products and services. If you're passionate about delivering enterprise solutions that ensure government services are secure, cost-effective, and easy to access, this could be the perfect opportunity for you. The Architect will be working with modern, user-centered Agile processes within a high-performing team culture to make a meaningful impact.
Collaboration is key for success in this role. To succeed, a solid technical understanding of current and emerging technologies is required. Strong communication, critical thinking, collaboration skills, and agility is essential. The ability to balance business acumen with project leadership expertise will be crucial in driving projects to success.
Technology Stack

Scope of Services
The Architect will be required on a full-time basis, working across two (2) to three (3) projects. Time, location, and frequency of work will vary depending on the needs of the particular project.
Services and project deliverables should evolve as the work progresses, in response to emerging user and business needs, as well as design and technical opportunities. However, the following must be delivered (iteratively) over the course of the project:
Lead the data architecture services in collaboration with Product Owners and Technical Leads by:
- Developing the overall data architecture plan, design, structure, strategy, and data models for managing large-scale enterprise databases;
- Performing data analytics to assess impacts, risks, and improve user experience;
- Provisioning and setting up databases using chosen technologies that meet the business's data needs;
- Focusing on the maintenance, performance, and optimization of databases, ensuring they are secure, efficient, and highly available;
- Managing day-to-day database operations, including monitoring, tuning, backups, and access;
- Guide and collaborate with the project teams in the implementation of platforms, products and services
- Providing coaching and mentorship to project teams on data and database-related deliverables, while driving continuous improvement of data architecture standards and best practices.
- Contributing to the vision for architectural platforms, products and services.
- The Province and the Contractor shall determine changes to Services and Materials as required. The Province and the Contractor will determine changes to Services and Materials through the Artifacts.
OTHER MANDATORY REQUIREMENTS
Must provide two (2) project or assignment examples, which exemplify/demonstrate the Architect's expertise.
Questions 1 through 6 must be answered for each project example. The evaluation team must be able to determine which project any given answer relates to. Where the answer to a question is the same for both projects, this must be clearly stated. The duration of the project or assignment and relevant experience must also be included in the answer.
Provide an overview of the large-scale enterprise project or assignment in which the proposed resource was engaged, demonstrating expertise in the Senior Data Architect role on the same project for at least two (2) years.
Describe the sector(s) (i.e., public / private / other) and industry focus(es) (e.g., finance, healthcare, manufacturing, retail, education, energy) the large-scale enterprise project or assignment served.
Identify two large-scale enterprise projects or assignments size in dollar value (greater than $5,000,000).
Describe the proposed resource's experience with data architecture planning, strategy, design, development, risk mitigation, and the implementation of the large-scale enterprise project or assignment.
Describe the proposed resource's Database Administrator experience of the large-scale enterprise project or assignment with data administration management focusing on maintenance, performance, and optimization of databases.
