ELIGIBLE FOR COMPRESSED WORK WEEKRemote Work: ELIGIBLE FOR AD-HOCPOSITION OBJECTIVESThe Director of Emergency Communications Centre is responsible for the orderly operation of general duties within the Communications Centre to ensure effectiveness, efficiency and adequate staffing. The Director of Emergency Communications Centre provides supervision, direction, and leadership to the Communications Centre members through the management of workflow, productivity, training, and performance management.POSITION RESPONSIBILITIESPerform duties in a manner that reflects the Service's Vision, Mission Statement, and Motto.Operate within the regulations, policies, and procedures established by the Community Safety and Policing Act, the Belleville Police Service Board, and the Chief of Police.Establish internal performance expectations and foster an environment where Communications Centre members are motivated to exemplify professional conduct, strong ethics, and other work behaviors that are compatible with the Service's Vision, Mission Statement, and Motto.Ensure compliance with established regulations, policies, and procedures, and enforce best practice to ensure the highest level of service.Audit calls taken by Communications Centre members, track and monitor shift performance metrics, evaluate results, identify remedial training requirements for individual members and draft developmental plans.Monitor all Communications Centre members on a continual basis and provide both constructive criticism and positive acknowledgements, as well as provide advice and direction.Provide leadership and guidance, and supervise the members of the Communications Centre. Submit performance evaluations on assigned subordinates and conduct performance interviews.Coordinate scheduling and complete the necessary steps to fill vacant shifts for call-outs and time off requests, and submit the requests and changes through the in-house timekeeping system (OSL).Coordinate, supervise and assist in the training of current and new Communication Unit members, to ensure appropriate tools, techniques and knowledge are applied to meet the required safety standards and Service procedures. Ensure training completed in compliance with Ministry Accredited Standards (Suspect Apprehension Pursuit Training).Document, investigate and reprimand incidents of exemplary performance or that require remedial action, and bring to the attention of the Deputy Chief of Police, or designate.Ensure proficiency in the use of Niche, Computer Aided Dispatch (CAD), the radio communications system, the phone system, the multi-media recording system, and any other related communication devices in use.Scrutinize CPIC messages for broadcast and retention, and other necessary documentation.Investigate and resolve concerns and / or public complaints against members of the Service and bring to the attention of the Deputy Chief of Police, or designate.Monitor all forms of communication (radio, telephone, communications and computer systems for quality assurance and auditing purposes. Report on technical and operational problems encountered, participate in system tests and implement manual back-up procedures during system failures.Monitor calls for service and take appropriate measures to ensure the effective and efficient use of Belleville Police Service resources.Monitor and document emergency situations and police pursuits, liaise with other police and emergency services, and notify Sergeant on Duty of all pursuits.Ensure appropriate staffing levels during break and lunch periods and provide support when necessary.Perform duties of a Call-Taker / Dispatcher in a support capacity, as needed.Communicate with external agencies to coordinate emergency response measures, supply resources, and address issues impacting the Belleville area (i.e. tow trucks, ambulance, fire department, public works, animal control, etc.)Maintain Communications Centre records and files.Update, add and remove data within the Computer Aided Dispatch Data Base Maintenance (CADDBM) system as required (i.e. ensure current members and vehicles are in system).Oversee and ensure the manuals for all systems in the Communications Centre are updated and maintained regularly.Prepare annual budget for the Communications Centre.Liaise with and submit humanitarian letters to the different cellphone carriers, during times of exigent circumstances (i.e. for missing persons, etc.).Assist and provide feedback to the IT Unit regarding any technological changes within the Communications Centre.Alongside the Human Resources Unit, recruit Call-Taker / Dispatchers by reviewing resumes, conducting interviews and completing reference checks.Review calls daily to provide Victim Services Unit with referrals.Provide quarterly reports for the Chief and Board as requested.Perform other duties as required, assigned or directed by the Chief of Police or designate.Note: This position description is intended to describe the general level and nature of the position and is not an exhaustive list of all tasks assigned in the performance of the position.QUALIFICATIONSEducation, Experience and CertificationsRequired:University degree or College level diploma/certificate in related field required.Minimum three (3) years previous experience as a Call-Taker / Dispatcher.As per the Community Safety and Policing Act O.
