Role Description
TElite Analytics Inc. is seeking an experienced Quantity Surveyor to support cost control, progress measurement, valuations, and reporting on large infrastructure / industrial projects. The successful candidate will be responsible for tracking physical progress in the field, validating quantities, preparing and reviewing payment applications, and supporting earned value reporting for both internal and client use.
This role is hands-on. You will be expected to visit sites, verify installed work against drawings / IFC quantities / BOQs, and translate that into accurate cost and progress reporting.
Qualifications
- 5–10 years of progressive experience in Quantity Surveying, Cost Control, Project Controls, Commercial Management, or a similar role on capital projects (infrastructure, heavy civil, water/wastewater, transit, industrial, mining, or building projects).
- Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.
- Professional certification/designation is strongly preferred (e.g. PQS from CIQS, MRICS / RICS, CET, P.Eng., or equivalent cost/commercial certification).
- Valid Ontario driver's licence and access to reliable transportation for site travel within the GTA and nearby regions.
Key Responsibilities
- Measure and verify completed work on site (installed quantities, production to date, % complete by trade/scope).
- Prepare, review, and certify monthly progress payment applications for contractors/subcontractors.
- Support cashflow and cost forecasting by tracking progress vs contract value, change orders, and authorized extras.
- Maintain detailed quantity take-offs and progress logs for civil, structural, mechanical, electrical, and architectural scopes (as applicable to the project).
- Develop, update, and maintain cost-loaded progress curves and quantity-based progress S-curves.
- Support Earned Value Management (EVM), including calculation of Planned Value (PV), Earned Value (EV), Actual Cost (AC), performance indices (CPI/SPI), and forecast to complete.
- Assist with assessment and negotiation of change orders, claims, and delays from a quantities/cost standpoint.
- Work with site teams to collect supporting backup for invoicing (photos, marked-up drawings, redlines, daily quantities, delivery tickets).
- Verify compliance with contract unit rates, schedule of values, and approved progress measurement methodology.
- Prepare cost and progress summaries for internal management and for client reports.
- Flag commercial and cost risks early (quantity growth, out-of-scope work, rework, productivity loss, underruns/overruns).
- Support quantity-based productivity tracking (planned vs actual installation rates).
- Support closeout quantities / final account reconciliation.
Technical Skills & Competencies
Core QS / Commercial Skills
- Strong understanding of unit-rate contracts, schedules of values, and progress measurement by quantity.
- Ability to prepare, review, and certify payment applications / progress draws.
- Solid experience with change management (quantifying extras, validating entitlement, tracking approved vs pending change orders).
- Capable of developing and maintaining quantity take-offs from IFC drawings, as-builts, redlines, and site walkdowns.
Progress & Earned Value
- Able to determine physical % complete by discipline, convert it to Earned Value, and align it with schedule and cost reporting.
- Familiar with standard EVM metrics (CPI, SPI, cost variance, schedule variance, forecast at completion).
- Comfortable discussing progress with superintendents, construction managers, and client reps.
Data / Tools
- Strong Excel skills (progress trackers, cost vs earned curves, cash flow, trending).
- Experience with project control / estimating / cost systems such as:
- Primavera P6 cost loading / progress curves (asset)
- MS Project (asset)
- Cost management / estimating / change tracking tools (e.g. Prism, Cleopatra, Procore financials, etc.) – or equivalent.
- Ability to read and interpret construction drawings, technical specs, and IFC revisions.
Soft Skills
- High attention to detail and accuracy, especially in measurement and valuation of work-in-place.
- Strong commercial awareness and understanding of contractual obligations related to progress certification.
- Clear, professional communication (written and verbal), including ability to defend measured progress in meetings.
- Ability to work independently on site and also coordinate with project managers, schedulers, and finance.
- Comfortable operating in environments with active claims / disputes / schedule delays.
Other Requirements
- Based in the Greater Toronto Area.
- Willing and able to travel to multiple project sites (plant/industrial environments, heavy civil, etc.).
- Legally eligible to work in Canada.
