About Our Opportunity
The Provincial Lead, Community Transportation position with Link Nova Scotia is responsible for the overall delivery of community transportation and transit funding programs on behalf of the Province. Providing strategic and operational leadership, the Provincial Lead uses a broad knowledge of program management and policies to oversee the direction, planning, evaluation, and implementation of new and existing programs, ensuring that all activities mitigate risks and are aligned with government objectives and priorities.

Relationship building with program users, Agency colleagues, and relevant provincial department staff such as Energy, Public Works, Municipal Affairs, Health and Justice, is critical as the Provincial Lead helps to lead internal and external projects that will grow and enhance community transportation and transit options in rural Nova Scotia.

Primary Accountabilities
The Provincial Lead develops a plan for the delivery of community transportation and transit programs, supported by the Development Officer, Community Transportation. The Lead provides mentorship, coaching, and monitoring to ensure that program objectives are met, the interests of the Agency are observed, and program outcomes reflect Government's overall strategy. This position directs the administration and operations of funding programs and mitigates risks to the Minister by providing interpretation of program guidelines, policies, legislation, new initiatives, and program revisions to internal and external partners. As well, this position oversees applicant and project eligibility processes for various community transportation and transit funding programs and uses program criteria to make recommendations for funding. The Provincial Lead provides leadership by utilizing a broad knowledge of policies and programs to establish collaborative relationships within Government, Community Transportation and Transit operators, board members, and other sector organizations, ensuring mechanisms are in place to monitor and report operational issues on policies, planning, and solutions for identified issues.

As Provincial Lead, You Will Be Responsible For

  • Overseeing project eligibility and utilizing program criteria to make recommendations on the disbursement of available funds.
  • Navigating and mediating concerns or issues among program users and funding recipients, ensuring official responses to requests and/or complaints are properly coordinated and reflect the Agency and Government's objectives.
  • Managing the Community Transportation budget, including providing forecast updates and developing funding scenarios for future budget requirements.
  • Developing internal and external relationships with key stakeholders to identify opportunities to increase transportation options and usage in rural areas.
  • Overseeing the development of program materials (guides, manuals, online presence, etc.) to facilitate user access and support overall program promotion.
  • Preparing or reviewing internal and external communications, correspondence, and briefings.
  • Planning and implementing a quality framework to ensure standards are met and measured as benchmarks, along with implementation of measures as part of continuous quality improvement.

Qualifications And Experience
As our next Provincial Lead of Community Transportation, you will hold a bachelor's degree in business/commerce or eight (8) years of relevant experience. Preference will be shown to those with experience in managing grant programs.

You Will Demonstrate Experience With The Following

  • Superior writing skills with proven experience in report writing and preparation of briefing materials.
  • Strong leadership skills with proven ability to build collaborative working relationships.
  • Computer skills and proficiency using Microsoft Office programs (Word, Excel, Outlook, PowerPoint).

In addition to the above, you will have strong analytical skills, independence, judgement, and initiative, as well as the ability to manage relationships and funding programs. You will be well-organized, capable of managing change and competing priorities. You can undertake a high-level of work under tight deadlines, and exercise sound judgement under pressure. Lastly, you will be able to work cohesively in a team environment and be able to take on complex assignments with minimal supervision.

The Following Will Be Considered Assets

  • Knowledge of structure, processes, and key players in Government.
  • Knowledge/experience in the field of transportation.
  • Experience in managing or administering funding programs and budgets.
  • Experience in program review, measurement or development.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency
An equivalent combination of training, education and experience will be considered. Equivalencies may include, but are not limited to:

  • Eight (8) years of progressive experience in community transportation or transit organizations; or
  • Eight (8) years of experience interpreting, applying, or administering policies, legislation, funding programs, and program initiatives within government, public sector, private sector, or non-profit organizations; or
  • An acceptable combination of the above.

Working Conditions
Most of your time is spent in a comfortable office setting. Your normal work week is 35 hours/week, 7 hours/day.
