JOB DESCRIPTION
The
Director, Health, Safety & Environment
is accountable for leading the successful development and implementation of the HSE program for the assigned client account. The Director is responsible for understanding the various construction-related or service-related hazards, the associated risks and business drivers in designing and implementing an HSE program appropriately suited for the client account. The program must be aligned with both strategic and organizational risks as well as the functional solutions (e.g.IT) already implemented or planned. The Director must have a strong understanding of regulatory requirements in the industrial, service and construction environments in order to design the health and safety program accordingly. The Director is also responsible for implementing initiatives to address and strengthen health and safety culture, with Take 2 for Safety and Workplace Zero as the cornerstones.
The Director manages a team of health, safety and environment professionals across Canada who are to provide effective support to team members, identifying hazards, quantifying risks and suggesting suitable solutions. The Director must ensure the team is customer-focused, is prepared to provide support across all geographies covered by the assigned client account, and ensure the team possesses the appropriate skills and experience to address the risks of team members and provide credible solutions.
The Director must assess proactive and reactive HSE performance data and present it in a way that is meaningful for decision-making to BGIS leaders. This may include dashboards and scorecards that allow leadership insights regarding the success of the HSE program.
The Director provides leadership and oversight in third party services that provide value to the organization (such as compensation support) in a way that mitigates risk to BGIS and helps to return injured workers safety back to work, The Director executes the communication and training strategy including development of any customized programs and IT approaches. Under the direction of the VP, HSE, the Director is responsible for any appropriate registrations e.g. ISO registration and administration including annual hazard / risk assessment and aspects / impact assessment, workers' compensation governance and programming to minimize losses (people and financial) in the assigned client account.
The Director must be forward-thinking and will be responsible for bringing in leading edge innovations, being involved in external associations and networks. The Director creates an assessment strategy including trending of audit and observation findings. The Director works collaboratively with the broader BGIS HSE function and will adopt processes to create efficiencies and leverages internal best practices and required approaches. The Director provides oversight in the implementation of any required BGIS HSE processes (e.g. incident reporting, investigation and escalation).
Key Duties & Responsibilities
People Leadership
Demonstrates strong, competent leadership for team members to guide them in reaching their full potential and meeting their objectives, which supports achievement of our corporate goals. Develops a high performing team of HSE professionals, mentors and coaches, provides performance management and creates development plans accordingly for business succession across the HSE team .
Specifically, these responsibilities include but are not limited to:
- Full involvement with recruiting talent.
- Provides mentoring, coaching and guidance to all team members.
- Objectively recommends compensation adjustments.
- Manages all aspects of performance.
- Creation of an internal talent pipeline and associated development plans for succession.
HSE Strategic Program Management
- Supports the implementation of internal HSE programs.
- Defines HSE requirements, develops and assesses options, implements solutions and monitors results.
- Ensures compliance to any client mandated HSE programs, ensuring all HSE SLA's and KPI's are met.
- Collaborates and Coordinates program implementation and alignment across multiple geographies.
- Creates, drives, monitors and takes appropriate actions to achieve all targeted HSE objectives.
- Recommends continuous improvement opportunities, as well as adjustments to corporate processes and procedures in alignment with requirements and industry best practice where appropriate.
- Ensures client account has full hazard /risk assessment and any aspect /impact assessment in place.
- Supports BGIS response for regulatory issues involving Authority Having Jurisdiction across Canada.
- Liaises with industry concerned parties to ensure best practices are shared and adopted. Represents BGIS through concerned parties engagement as assigned.
- Represents the client account when participating in Global initiatives across BGIS. Shares best practices and resources with other HSE leads to drive efficiency and mitigate risk across the organization.
- Creates HSE training material and programs in cooperation with the Training and Learning team, to support compliance across the Canadian business.
Incident Investigation, Resolution & Reduction
- Leads the investigation and resolution of incidents for assigned accounts.
- Oversees and conducts root-cause analysis, identifies incident causes, and implements corrective and preventative measures strategically for all assigned accounts to prevent recurrence.
- Oversees and tracks, records, maintains and reports incident data. Identifies and analyzes trends in injury type and causal factors, create action plans based on analysis to mitigate risk down.
- Reviews, recommends and implements modifications to work plans, processes, procedures to reduce recurring incidents and improve environmental, health and safety performance.
- Leads, coaches and influences to ensure all HSE Managers understand they are responsible for working with line management to address health and safety issues and document these non-conformance issues. The Director must ensure outstanding issues are corrected or escalated.
- Leads, coaches and mentors HSE team members to support with active injury case management so that claims are mitigated down and time loss is kept to a minimum.
Communication & Training
- Delivers environmental, health and safety training to team members.
- Facilitates the deployment of environmental, health and safety communications to team members across Canada including customized toolbox talks.
- Responsible for escalation meetings and stand down / stand up meetings as required.
- Develops hazard and risk specific communication programs.
- Communicates program requirements, metrics and HSE internal and external expectations with client leads.
Governance and Compliance Management
- Supports registration to applicable environment, health and safety management systems such as ISO 14001 and ISO if applicable.
- Participates in regulatory review process including assessment of impact.
- Participates in the Canadian Business Impact Analysis review and the annual corporate risk assessment review for the HSE Department. Ensures all risks are identified, and robust mitigation plans are in place.

Knowledge & Skills
- University degree in Science, Industrial Hygiene, Environmental Engineering, Environmental Sciences.
- More than 15 years of environmental, health and safety program execution work experience. Experience in facilities management and working with facilities and project related MSAs is preferred.
- Expert level knowledge of environmental, health and safety regulatory requirements.
- Expert level knowledge of environmental, health and safety management systems – ISO 14001, ISO45001.
- Advanced program management abilities.
- Advanced communication, influence and persuasion skills.
- Highly advanced ability to champion environmental, health and safety programs and influence concerned parties to achieve environmental, health and safety objectives.
- Ability to develop and deliver environmental, health and safety-related training.
- Skilled at incident investigation and resolution, root cause analysis along with preventative and corrective measure implementation.
- Effective verbal and written communication skills.
- Ability to build and maintain effective relationships with internal and external concerned parties.
- Strong track record of developing a high performing team.
Superior English writing and spoken. High level of working French preferred. Bilingual candidates will get preference.
Canadian Registered Safety Professional from Board of Canadian Registered Safety Professionals or
