The Corporation of the County of Huron's Emergency Services department is seeking 4 to 6 part-time Primary Care Paramedics

Position Summary

Responsible for performing patient assessment, treatment and monitoring tasks, which include some controlled medical acts while providing safe and timely transport in accordance with The Ambulance Act, Ontario Regulation 257/00, Patient Care and Transportation Standards, Ambulance Service Documentation Standards and Communicable Disease Standards and all aspects of this Departmental Standing Operating Procedures.

Role and Responsibilities

  • Assessing environmental risks and responding to patient(s) and personal safety needs.
  • Patient triage assessment and evaluation:
  • Conducting a primary survey of the patient to establish airway, breathing, circulatory and neurological status and disabilities;
  • Collecting vital signs and a medical and/or incident history and where certified, cardiac monitoring readings from automatic or semi-automatic monitor/defibrillators;
  • Conducting a secondary survey as appropriate;
  • Adapting facts and findings to identify appropriate life support procedures and to formulate a working assessment for care and transport.
  • Patient care and monitoring:
  • Provides treatment to patients assessed within the scope of A-EMCA, EMCA or EMA training to the standards of the Ministry of Health and Long-Term Care, Basic Life Support Patient Care Standards and/or the Southwestern Regional Base Hospital Program's Directives and Procedures Standards and/or the County of Huron Directives and Procedures Standards;
  • Administering cardiopulmonary resuscitation, manual ventilation using for example, a bag valve mask, oxygen and other methods and equipment to support heart and lung functions and airway patency;
  • Using various techniques and equipment, including non-endotracheal airways and tube devices and manually or automatically triggered resuscitators to restore, improve or replace airway patency and respiration;
  • Checking and operating manual, semi-automatic and automatic defibrillation equipment to restore an effective heart beat;
  • Administering medications under well-defined circumstances;
  • Maintain and where certified initiate peripheral intravenous therapy;
  • Immobilizing fractures and spinal injuries and bandaging and treating hemorrhages, wounds and environmental injuries;
  • Monitoring patients, reassessing patient to detect condition variances and re-initiating basic care procedures. This includes some controlled medical acts to sustain, restore or replace vital functions and stabilize illness and injuries;
  • Documenting and reporting using medical formats and pharmaceutical terminology to provide physicians with a complete clinical picture for per-hospital working assessment or to substantiate initiation of standardized protocols of care.
  • Patient(s) positioning, carrying and conveying;
  • Documentation and reporting;
  • Cleaning and/or maintenance of equipment, supplies, vehicles of transport and base stations;
  • Re-stocking of patient care and accessory equipment after each call.
  • Decontamination of vehicles, equipment and supplies as required
  • Complies with direction from CACC regarding transportation of patients to medical facilities;
  • Transport patients to hospital or other medical facility for further medical care, in a safe manner;
  • Advising CACC of availability of vehicle and location as required. Ensures CACC is notified whenever a vehicle is removed from service for repair or maintenance;
  • Respond to all ambulance calls within a specified time frame, in a safe and courteous manner. Reports each movement of an ambulance or emergency response unit immediately to CACC.
  • Work in accordance with Sec. 28 of the Occupational Health and Safety Act;
  • Complete and submit forms as prescribed within the Workplace Safety and Insurance Board guidelines.
  • Employees will access their email each shift that they work to ensure that they are aware of any changes that may have occurred in the operation.
  • If involved in a vehicle mishap (accident, collision, etc.) the crew member will estimate if the vehicle is able to be safely driven and if not due to mechanical malfunction, they are to advise the Paramedic Superintendent who will notify the on-call Duty Manager for appropriate action.
  • Participates in public relations/public education programs as outlined in the Collective Agreement;
  • Interacts with other employees, members of the health care team, allied emergency care providers, the public and patients in a professional and supportive manner.
  • Complete all training provided by Huron County Paramedic Services and CME as directed by the Base Hospital.
  • Ensure proper utilization of PPE during calls and as directed by Huron County Paramedic Services management staff
  • Ensure that all qualifications for employment are maintained and up to date as per the Ontario Regulation 257/00
  • Other duties as determined by the Chief/designate.

Qualifications and Education

  • As per of Ontario, Ontario Regulation 257/00. Must hold a certificate signed by the Base Hospital Physician or Affiliate Base Hospital Physician allowing the Primary Care Paramedic to perform the controlled medical act. Must have emergency medical skills, knowledge and understanding of related methods, procedures and techniques; a range of pharmaceutical products, medical supplies and equipment used in the ambulance service and hospital environment. Scene assessment, control and triage skills to manage emergency situations, categorize patient care and transport and to facilitate emergency access response and departure. The Paramedic must have sensory skills and ability including palpation, hearing and visual acuity to detect scene and patient abnormalities.
  • A high degree of physical dexterity, coordination and strength including fine gross motor skills and demonstrated ability in the performance of patient extrication, positioning, lifting and carrying techniques to rapidly access, treat, convey and manage patient conditions under frequent awkward, difficult and sometimes hazardous environmental conditions.
  • Maintain minimum standards and complete mandatory training specified by the Ministry of Health and Long-Term Care as well as Emergency Health and Services Branch.
  • Must be competent within the meaning of the Occupational Health and Safety Act R.R.O 1990 Chapter 0.1 as amended.
  • Be capable of issuing clearly defined written and oral instruction

Competitive Compensation

  • $43.67 to $45.02 per hour; as per CUPE Collective Agreement
  • Payment in lieu of benefits
