This employment opportunity is restricted to residents of Iqaluit only.
Reporting to the Manager, Policy and Communications, the ATIPP and Policy Analyst will take a lead role in the development, coordination and management of strategic planning, policies and procedures of the Department of Family Services. The incumbent will process Access to Information and Protection of Privacy (ATIPP) requests for all Family Services divisions and programs, including those in satellite and decentralized offices, coordinating discussions and act as a liaison between the Department, Inuit Organization, and the public. Given the often-sensitive nature of the information entrusted to the Policy Analyst / ATIPP Coordinator, the position requires the incumbent to maintain a high level of discretion and confidentiality regarding the substance and structure of the work undertaken.
The ATIPP and Policy Analyst's key responsibilities include, but are not limited to:
- Evaluating existing policy (departmentally & inter departmentally), analyzing shortcomings and identifying changes.
- Researching and drafting analyses of recommendations contained in reports.
- Organizing briefing materials for each division of Department for sittings of the Assembly and committees.
- Providing high-level advice on the release of information based on a thorough understanding of the ATIPP Act, departmental priorities, legislative implications and legal precedent.
- Receiving, analyzing, distributing and responding to access to information requests under the Access to Information and Protection of Privacy Act for the entire department.
- Assisting in the development of Privacy Impact Assessments, as per the legislative requirements.
- Representing the Department on Government of Nunavut and inter-jurisdictional Family Services related working groups and keep abreast of inter-jurisdictional Family Services initiatives and policies.
- Drafting briefing notes as requested by the Manager, Policy and Communications.
- Shredding confidential papers daily, as needed in accordance with all Records Management policies.
- Providing assistance and development of divisional documents, briefing notes and any other related tasks as assigned to by the Manager of Policy and Communications from time to time.
The knowledge, skills, and abilities required for this job are usually obtained through an undergraduate degree from a recognized institution in Public Policy/Administration, Social Sciences, Business Administration, Law or a related field accompanied by two (2) years of experience in developing and analyzing public policy, programs, and systems in a large organization or government setting.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in one or more of Nunavut's official languages is an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
