Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Interventional Psychiatry (IP) includes a variety of modalities for difficult to treat mental disorders but commonly include electroconvulsive therapy, repetitive transcranial magnetic stimulation, and intravenous ketamine. The IP Hub will be responsible for the oversight of the direction of IP services and will ensure high quality patient care, exercising a lead and coordinate role of systematic provincial expansion and ongoing operations of IP interventions using a hub and spoke model.

Main Function

Under the direction of the Director Health Services, and with operational support, guidance and supervision from the IP Medical Director, the Manager Health Services, Provincial Interventional Psychiatry Hub oversees the direction and coordination of IP services provincially and manages the IP Hub staff to ensure safe, effective and efficient delivery of health services. The Manager is responsible for ensuring accountability and advancement of the strategic plan and identified deliverables across all IP spoke sites in the province. The Manager will ensure satellite sites are connected to the spoke to ensure regional accessibility to these services, and alignment of practices across the province.

The Manager will work in collaboration with the IP Medical Lead and other leads to develop and operationalize an IP centralized intake process and work with psychiatry central intake to facilitate direct access to IP for the province.

In collaboration with the IP Lead, and under the direction of Director Health Services, the Manager will be responsible for establishing and service monitoring of a community-based clinic for IP Services.

The Manager will also coordinate and maintain staff training and education across the province. The Manager inspires and leads health services staff to embrace and adopt integrated, patient/resident/client-centered care pathways and service delivery models. Accountable to provide service-delivery focused operational management in a fiscally responsible manner, partnering closely with leadership, internal and external stakeholders to support patients/residents/clients in accessing multiculturally respectful health services. Monitors and evaluates key performance indicators and collaborates with stakeholders to ensure safe, effective and appropriate patient/resident/client care through the clinical quality framework and patient/resident/client care lens that will shape an environment for clinical and service excellence.

Experience
  • 3-5 years of leadership experience in a patient/resident/client care setting.
  • Minimum 3 years of direct clinical services delivery experience in mental health and addictions.
  • Experience leading and coordinating projects including planning, budgeting and tracking and developing detailed work plans, budgets and schedules.
  • Knowledge related to development of standardized procedures, clinical guidelines and policy work.
  • Experience in evaluation and report writing.
  • Experience working with multi-disciplinary teams.
Education (Degree/Diploma/Certificate)
  • Post-secondary degree in a relevant health discipline (nursing preferred) from an accredited education institution.
  • Master's degree is considered to be an asset.
  • An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
  • Active member in good standing of an associated regulatory body as appropriate.
Qualifications and Skills
  • Demonstrated leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Knowledge of:
  • Relevant professional regulatory requirements including standards and scope of practice for direct reports.
  • Relevant legislated acts including but not limited to Personal Health Information Act, Protection of Persons in Care Act, Mental Health Act, Workplace Hazardous Material Information System (WHMIS), Principles of Routine Practices (Universal Precautions).
  • Relevant Collective Agreements.
  • Working with individuals from diverse cultural, social and ethnic backgrounds.
  • Regional/site/unit policies, procedures, protocols and guidelines relating to: clinical care, administrative, financial, and human resource management.
  • Knowledge of interventional psychiatry modalities and treatment services.
  • Ability to establish rapport with government partners as well as with Regional Health Authority Leadership, Physicians and other stakeholders.
Physical Requirements
  • Must be able to work safely in a typical computerized office environment with frequent meetings.
  • Ability to perform the essential physical requirements of the position.
  • Interruptions from key stakeholders are common; dedicated and focused time for planning and concentration can be scheduled.
  • Incumbent demonstrates ability to prioritize work, deal with interruptions, re-prioritize as required and ensure dedicated/focused time for strategic planning.
  • Travel to other health care facilities within the province may be required.
  • A valid Class 5 Manitoba driver's license and access to a personal motor vehicle are required.
