The Ministry of Municipal Affairs supports municipalities in providing well-managed, fiscally responsible, and accountable local government to Albertans. This includes administering municipal grant programs; delivering advisory and capacity-building supports; providing municipal services and managing public lands in the province's three Special Areas; and overseeing the safety codes system in the province. *Role Responsibilities*
The Director, Mechanical Codes, is the provincial focal point for the development, review, and revision of Alberta safety codes and standards for the Plumbing and Gas, Electrical, Private Sewage and Disposable Systems, Pressure Vessels and Elevating, Amusement Ride and Passenger Ropeway safety disciplines. The Director participates in and monitors events and developments at the national level and integrates that information in the context of Alberta's codes, standards, and policy frameworks. The Director also leads the synthesis and integration of comprehensive technical and policy research to develop and recommend Alberta-specific policy and legislative options for safety codes that are adopted by Alberta.

Key Responsibilities Of The Role Includes

  • Lead the development of provincial policy and legislation regarding Alberta's safety codes to achieve government and department goals and increase safety to Albertans across multiple

disciplines.

  • Lead the development and integration of strategic policy aligned with ministry objectives and governmental frameworks, including engaging relevant departments.
  • Establish and maintain relationships with federal/provincial/territorial counterparts and other ministries to ensure alignment and support for policy initiatives.
  • Provide expert advice and guidance to executive team members, assistant deputy ministers, and other officials on strategic policy matters.
  • Collaborate with the Director, Construction Codes and Fire Commissioner to coordinate issues management, code development and harmonization between the code disciplines regulated

under the Safety Codes Act.

  • Track emerging trends and policy developments at various levels of government and indigenous organizations, identifying challenges and opportunities.
  • Lead strategies to facilitate the adoption of new or revised editions of Alberta safety codes that have been subjected to stakeholder review in conjunction with the Safety Codes Council.
  • Provide leadership to the Manager, Codes and Standards and Provincial Technical Administrators who are appointed by the Minister as the final safety code authority within their discipline

in the Province of Alberta.

  • Lead the development and publishing of legally binding codes standards, province-wide variances and interpretations that can have a significant impact on Alberta's multi-billion

construction and installation industry.

  • Contribute to the Community and Technical Support branch's ability to reach its operational and business goals.

Qualifications
Required: University degree in Business, Law, Public Administration or related, PLUS 7 years related experience or equivalent as described

Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education

For Example
Related 1 year certificate PLUS a minimum 10 years of experience

Related 2-year diploma PLUS a minimum 9 years of experience

Related minimum 11 years of experience

The Successful Candidate MUST Have

  • Extensive expertise in public policy and legislative development
  • Strong understanding of Alberta's Safety Codes system
  • Experience with regulatory enforcement practices
  • Proven leadership and supervisory experience.
  • Knowledge of governance models, continuous improvement methods, risk management, and business processes
  • Demonstrated ability to manage and integrate multiple concurrent projects,
  • Strong stakeholder engagement and consultation skills
  • Exceptional written and verbal communication skills
  • Well developed presentation and media communication skills

Assets

  • Experience working directly with the Safety Codes Council, delegated administrative organizations (DAOs), or municipal authorities having jurisdiction.
  • Familiarity with emerging construction technologies, innovative building methods, and national/international code development trends.
  • Background in policy analysis or legislative work within a regulatory, technical, or public safety environment.
  • Technical education or credentials related to engineering, building sciences, public administration, or a related field.
  • Thorough knowledge of Government of Alberta structures
  • Experience preparing materials for executive leadership, Ministers, or governance bodies.
  • Knowledge of change management practices to support system wide improvements.
  • Experience navigating politically sensitive or high stakes issues in a public sector context.
