Reporting to the Supervisor of Enforcement Services, the Municipal Standards Investigator proactively and reactively enforces by-laws and provincial legislation pertaining to a variety of town matters such as licensing, nuisances, noise, signs, municipal right of way, zoning and site alteration etc. and reviews/approves sign applications. The Municipal Standards Investigator identifies, investigates and responds to by-law violations, collects evidence and/or issues charges or penalties.

Job Responsibilities:

  • Provides the public, and other interested individuals, information and assistance on related areas of enforcement including Town by-laws and polices, Provincial Acts and regulations and other information as appropriate.
  • Inspects properties, vehicles, buildings and businesses to ensure that their use is in conformance with designated by-laws (i.e. Property Standards, Noise, Licensing, Zoning, Site Alteration, etc.).
  • Conducts a thorough investigation where by-law contraventions are identified, interacting with all persons necessary to further the investigation.
  • Initiates action through the town's Administrative Penalty System or the Provincial Offences Act when appropriate.
  • Conducts research including open-source online investigations to obtain information necessary to resolve investigations.
  • Supports the coyote response protocol through bylaw enforcement and public education.
  • Where by-law contraventions are not resolved in a satisfactory manner, despite best efforts, initiates a prosecution under the procedures set out in the Provincial Offences Act.
  • Able to manually and electronically assemble a complete case profile including, notes, photographic evidence, and any other documentary evidence relevant to investigations, in sufficient detail to support a prosecution.
  • Attends Provincial Offences Court and hearings giving evidence under oath based on investigations of by-law or provincial contraventions.
  • Establishes and manages an AMANDA Call Centre portfolio of By-law (IB) and Licensing (IL) folders.
  • Utilizes all available information technology assets including hardware and software.
  • Identifies the need for new or amended by-laws in response to changing conditions within the community.
  • Attends special events.
  • Liaises with other outside agencies and performs joint inspections.
  • Performs other duties as assigned.
Qualifications:
  • Successful completion of a 2-year college diploma or certificate in the areas of Security, Law Enforcement, Police Foundations or equivalent.
  • Certification from the Municipal Law Enforcement Officers' Association of Ontario (MLEOA).
  • Successful completion of Quantitative Noise training through an accredited body such as the MLEOA.
  • Successful completion of the OAPSO certification or ability to obtain certifications.
  • At least 3 years' experience in a law-enforcement related field.
  • Equivalent education and experience may be considered.
  • Understanding and general knowledge of building construction.
  • Strong conflict resolution and negotiation skills with the ability to diffuse emotionally charged situations.
  • Strong communication skills including report writing, public relations, and the ability to deal authoritatively, but politely, with the public while utilizing de-escalation tactics as required.
  • Ability to work both independently and as a member of a team.
  • Understanding and knowledge of By-laws including the Sign By-law for use in reviewing and processing of Sign applications.
  • Adheres to a strict code of confidentiality, incidental to all section investigations.
  • Familiarity with Courtroom procedure and decorum with an understanding of the Ontario Evidence Act.
  • Ability to work a 10-hour day shift rotation that includes weekends.
  • Ability to wear a town uniform and operate marked town vehicle.
  • The successful candidate must hold and provide a copy of a valid and unrestricted Ontario Driver's License Class G minimum with a driving record that demonstrates responsible and safe driving behaviour. Note: Applicants with 6 or more points are ineligible for consideration. The successful applicant, who is a new hire, will be required to provide the Corporation with a current driver's record (no older than 30 days) and pass a Town administered road test as a condition of employment.
  • Successful candidates, who are new hires and/or who have not performed in this position previously will be required to provide a satisfactory criminal record check dated within the last 30 days as a condition of employment.
