Reporting to the Associate Deputy Minister of Inuit Employment and Public Service Development (ADM), the Director, Sivumuaqatigiit (Director) is responsible for providing lifelong learning opportunities for Nunavut Inuit employees of the Government of Nunavut (GN) to contribute to effective career progression, enhanced professionalism, the promotion of Inuit values and a qualified representative government. The Director is also accountable to the ADM, for establishing a comprehensive strategy for increasing Inuit employment in accordance with the provisions of Article 23 of the Nunavut Agreement and for evaluating the effectiveness or the Government's Inuit employment efforts and eliminating systemic barriers to employment.
In partnership with the Departmental staff, the Director will support an organization wide human resource planning process that incorporates a comprehensive Inuit employment strategy. This will require the ability to motivate, lead and influence multi-disciplinary teams of individuals with their own special interests. A long-term plan will require the efforts of a variety of organizations, so the Director must have the ability to establish strong partnerships and to convince stakeholders that a coordinated and cooperative effort is essential to success.
The Director reviews the Towards a Representative Public Service reports database, which monitors the Government's progress on achieving Inuit employment goals and conduct research in other jurisdictions to support the planning process. This information is gathered, reviewed, disseminated and analyzed quarterly from all departments and then compiled into an annual report to Cabinet to show the overall progress in Inuit employment throughout the GN.
- The incumbent will support the GN representatives on the tripartite Nunavut Implementation Panel by leading the coordination of the development of GN-wide initiatives to deliver Nunavut Inuit specific training programs utilized through the settlement implementation funds. This includes Master Inuit Employment Plan, Pre-Employment Program Development and other Inuit employment initiatives as directed by the Government of Nunavut's mandate.
The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in Business, Education or Social Sciences, and five (5) years of supervisory experience. In addition to supervisory experience, at least four years' experience in human resources and/or adult training and development is essential. This is a Position of Trust and a satisfactory Criminal Record Check is required.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut's official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
