Position Summary

Reporting to the Supervisor of Development Support Services, the Development Technician is an important role in delivering the County's integrated development approvals service, contributing to the streamlined processing of Planning and Building applications while supporting customers with clear advice. The role requires excellent customer service skills with an emphasis on providing an efficient and solution-based approach when processing a high volume of development-related inquiries.

The Development Technician will be supported in acquiring a broad knowledge of planning, development permit and building permit application processes to help customers navigate between these separate approval steps. In addition to being the first point of contact for inquiries and application intake, the Development Technician is required to undertake regular research of legislative, policy and bylaw requirements in completing Real Property Report reviews, Land Use Bylaw reviews, and exempt development approvals. The Development Technician will also review building permit applications to ensure compliance with the Alberta Safety Codes Act and associated legislation. Proficiency in the use of technology is required in administering the County's increasingly digital service. With progressive experience, the position provides the opportunity to process simple development and building permits allowing growth towards a Planner or Safety Codes Officer role.

Core Accountabilities

Technician Duties

  • Efficiently review applications, plans, permit documents, and other pertinent information to verify accuracy and completeness of planning, development, building, plumbing, gas, electrical, and private sewage permit applications to current applicable codes and standards, including the National Building Code -Alberta Edition
  • Adopt an innovative and creative approach to customer service by suggesting process improvements and finding solutions for customers.
  • Take a practical approach in ensuring planning, development and building applications meet the requirements of permit regulations, the Safety Codes Act, the Land Use Bylaw, and statutory plans.
  • Support customers in navigating between planning, development permit, and safety code approvals by case managing development proposals and offering clear advice.
  • Process and issue exempt development approvals, minor development permits, minor building, plumbing, gas, electrical, and private sewage permits, when authorized, and meet with applicants as necessary.
  • Review and accept documentation related to ongoing building permit files when authorized.
  • Participate in pre-application meetings with developers/applicants to discuss proposed applications, as required.
  • Support the department's digital transformation towards e-permitting and automated solutions by guiding the customer through use of these systems and effectively integrating technology within Technician tasks.
  • Prepare a variety of notices and correspondence required by the Safety Codes Quality Management Plan (QMP).
  • Prepare monthly statistical reports relating to various development related applications, verify outlying data and submissions.
  • Issue Certificates of Compliance and Confirmations of Land Use upon ensuring that all details have been thoroughly reviewed and are accurate.
  • Administration and file management of issued permits, ensuring that projects are monitored, and appropriate timelines are adhered to, including investigating violations to County regulations and conditions of approval.
  • Undertake site visits and complete related inspection reports for the purposes of development applications.
  • Provide appropriate information to the public in-person, by phone, and in writing, noting applicable processes and regulations. Provide assistance to the various processes, including research of historical information, and other relevant assignments.
  • Tend to all customer concerns and questions with respect and professionalism.
  • Perform other administrative duties and special projects as assigned.
  • Write Orders under the Safety Codes Act.
  • Review Alternative Solution Proposals for conformance to legislation.

General

  • This position requires excellent organizational and time management skills.
  • Perform routine office tasks including data entry, file management, copying, etc.
  • Assist in the preparation of statistical or internal department reports, correspondence, planning maps, and presentation materials.
  • Supply internal assistance/discussions with other departments regarding Land Use Bylaw issues.
  • Provide ongoing dialogue with applicants to ensure conditions are met prior to issuing permits.
  • Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
  • Provide support to the section and department as required.
  • Perform other duties and special projects as assigned.

Position Requirements

Building focus – Completion of one of the following combinations of education and experience:

  1. A Journeyman carpenter, plumber, electrician, sheet metal worker or bricklayer certification recognized in Alberta and 3 years of relevant experience in the building construction industry after receiving that journeyman certification, OR

  2. A 2 year technology diploma in a related field and 3 years of relevant experience in the building construction industry after receiving that diploma, OR

  3. An Engineering or Architecture degree and 3 years of relevant experience in the building construction industry, at least 1 of which must be completed after obtaining that degree.

  4. Familiarity with Municipal Government Act sections and requirements relevant to the position will be considered an asset

  5. Ability to demonstrate excellent organizational, prioritizing, time management skills and problem-solving skills.
  6. Ability for attention to detail, legibility, accuracy, and timeliness of activities.
  7. Proficient in reading construction blueprints and related construction documents.
  8. Knowledge of construction plans, construction terminology, construction practices
  9. Be fully competent in reviewing plans and applications for completeness and compliance with Land Use Bylaw, and related Statutory Plans.
  10. Familiar with legal land descriptions.
  11. Possess a pleasant personality with an ability to maintain harmonious relations with employees and external customers.
  12. Highly developed communication skills, with excellent telephone manners.
  13. Show initiative to assist customers to meet their needs.
  14. Ability to develop a working knowledge of the Development Support Services department's functions.
  15. Proficient in MS Office (Outlook, Word, Excel, and Power Point)
  16. This position is eligible for remote work on an ad hoc basis.
