Reporting to the Senior Policy and Strategic Issues Advisor, the Policy Development Officer participates as a member of the Strategy team developing and implementing major policy initiatives that cut across Toronto Public Health portfolios and/or involve multi-sectoral collaborations with other City of Toronto Divisions, Agencies, and Corporations.

Major Responsibilities

  • Provides leadership, project management and support for policy development, issues management and the implementation of recommendations related to Toronto Public Health and City of Toronto organizational priorities
  • Conducts and/or integrates research and community engagement into planning processes, ensuring that policy and programs incorporate evidence and developments from the field, community needs, corporate policies and practices and legislation
  • Monitors current social, economic and political landscape to assess the impact on Toronto Public Health organizational priorities, to ensure awareness of existing and evolving issues and concerns, and to facilitate the development of strategic responses
  • Formulates and presents reports, presentations, and recommendations to senior management
  • Prepares Board of Health reports and briefing notes, as required
  • Provides strategic advice and expertise to senior management
  • Maintains close and effective relationships with other City divisions, other levels of government, and external interest holders to advance policy development that responds to Toronto Public Health and City of Toronto organizational priorities
  • Leads tasks involved in convening special committees and/or public consultation processes
  • Provides input into assigned budgets, ensuring that expenditures are controlled and maintained within approved budget limitations
  • Develops and implements strategies to advance health equity, in collaboration with other Toronto Public Health portfolios and City of Toronto partners

Key Qualifications:
Your application must describe your qualifications as they relate to:

  • A master's degree in public policy, public health or social sciences, or an equivalent combination of education and experience.
  • Considerable experience in policy analysis, planning, and development.
  • Considerable experience in strategic business planning, management and reporting (e.g., finance, performance management, strategic planning, information technology) and/or substance use and addiction clinical service policy and program delivery.
  • Considerable experience in community engagement, relationship and interest holder management skills to build and develop key partnerships with a wide range of interest holders.
  • Experience in project management including project design, development and implementation.
  • Demonstrated consultation and communication skills and ability to provide strategic advice and expertise to staff, senior management, and interest holders.
  • Highly developed verbal and written communication skills, including the ability to concisely summarize information and to prepare and deliver presentations, coupled with political acuity.
  • Excellent critical thinking skills with the ability to take initiative, problem solve and strategically navigate policy and operational processes.
  • Ability to anticipate and manage contentious and emerging issues.
  • Ability to work independently and in a team environment.
  • Ability to manage concurrent projects utilizing excellent organization and time management skills.
  • Experience working in or are comfortable operating in a matrix structure, collaboration with multiple, cross-functional teams at once.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and a respectful workplace.
  • Proficiency with a variety of computerized office systems including, MS Office (i.e. Word, Excel, and PowerPoint).
