Overview
The Senior Business Analyst
will be engaged to lead a comprehensive review and update of the Business Requirements for the NLPDP adjudication and claims management system. Working closely with stakeholders from HCS and the OCIO, and other relevant partners, the Senior Business Analyst
will analyze the current state of business processes, gather input from program administrators, and providers and ensure alignment with legislative, regulatory, and policy requirements. The Senior Business Analyst
will be responsible for validating and refining the requirements to reflect evolving program needs, industry best practices, and lessons learned from prior service terms. The updated Business Requirements will form a critical component of the upcoming Request For Proposal (RFP), ensuring that prospective vendors clearly understand the operational, technical, and service expectations for the next term of NLPDP services. The Senior Business Analyst will also support the documentation of functional and non-functional requirements, facilitate stakeholder workshops, and ensure that all deliverables are comprehensive, accurate, and ready for public release as part of the RFP package.
Key Responsibilities:
The responsibilities of the Senior Business Analyst will include, but not be limited to the following:
- Review existing business requirements, supporting documentation, and previous RFP to establish a baseline.
- Conduct workshops and interviews with business stakeholders to gather updated requirements and clarify objectives.
- Document business requirements related to new functionality and operational changes implemented since the last RFP, ensuring these updates are clearly reflected in the revised requirements.
- Analyze current business processes and workflows to identify gaps and improvement opportunities.
- Facilitate requirements gathering/validation sessions, ensuring comprehensive input from all relevant business stakeholders.
- Document updated business requirements in alignment with organizational standards.
- Collaborate with technical teams to validate feasibility of proposed requirements.
- Draft and refine functional specifications and process maps as needed.
- Prepare clear, concise business requirements documentation for inclusion in the RFP.
- Coordinate stakeholder review and sign-off of business requirements and RFP materials.
- Support the development of RFP content (as required), ensuring business needs are accurately reflected.
- Address questions and feedback from stakeholders during the requirements and RFP drafting process; and
- Ensure all documentation is complete, consistent, and ready for RFP posting.

- 7+ years of relevant experience in this role
