Job Profile
The Records and Information Management (RIM) Coordinator is responsible for the overall life cycle management of all records created and maintained in the Department and for the coordination of access to information and protection of privacy matters within the Department under The Freedom of Information and Protection of Privacy Act (FIPPA) and the Personal Health Information Act (PHIA). This includes planning, implementing and administering the Department's records policies, procedures and standards, managing records related to records management software (including implementations and upgrades), coordinating the training of end-users and managing related vendor relationships. The RIM Coordinator is responsible for overseeing responses to all Departmental FIPPA and PHIA requests, privacy audits, and supporting Privacy Impact Assessments. This would also include adherence to the City's overall archives control system (both hard copy and electronic).

As The Records And Information Management Coordinator, You Will

  • Develop, manage, and maintain the records and information management program for the Department.
  • Coordinate access to information and protection of privacy matters within the department and ensure compliance as per legislation (FIPPA and PHIA).
  • Be responsible for overseeing and evaluating projects as they pertain to records and information management.

Your Education And Qualifications Include

  • Post-secondary education in a related field or an equivalent combination of related education, training and experience.
  • Certified Records Manager designation and/or Information Governance Professional is preferred. Must obtain the designation of Information Governance Professional or Certified Records Manager within 24 months of appointment to the position.
  • A minimum of four (4) years' full-time experience in the Records and Information Management (RIM) field in a directly related environment.
  • Experience managing and responding to requests for access and privacy information under the Freedom of Information and Protection of Privacy Act (FIPPA).
  • Experience delivering RIM solutions through the design and application of processes and technology and implementing solutions based on best RIM practices.
  • Experience with defining and using relevant metrics.
  • Experience providing strategic advice to leaders on complex topics and sensitive issues.
  • Experienced leader with demonstrated abilities to lead projects and initiatives related to RIM activities.
  • Experience and proficiency using the Microsoft Office Suite products, and other software applications.
  • Well-developed knowledge of Corporate RIM programs, internal processes and systems.
  • In-depth knowledge of the Freedom of Information and Protection of Privacy Act (FIPPA), the Personal Health Information Act (PHIA) and other relevant legislation, policies and by-laws.
  • Excellent verbal communication skills with the ability to communicate effectively with diverse stakeholders having multiple interests.
  • Excellent written communication skills with the ability to write exact and detailed technical reports on a broad range of subject matters.
  • Strong time management and organizational skills, with the ability to quickly change focus from one activity to another under stressful conditions and still meet frequent, multiple, and conflicting deadlines.
  • Excellent interpersonal skills with the ability to establish and maintain effective working relationships at all levels of the civic service and the public with the ability to work as a member of a team.
  • Ability to identify and resolve problems effectively.
  • Ability to interpret legislation, policies and by laws and work within a defined policy framework.
  • Ability to make sound analyses and to deal effectively with considerable administrative detail.
  • Ability to handle confidential information discreetly, with care and to exercise the utmost discretion in providing information to others.
  • Ability to use considerable initiative, independent discretion, and judgment in a deadline driven, fast paced environment.

Conditions Of Employment

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check satisfactory to the Employer will be required from the successful candidate, at their expense.
  • Must possess and maintain a valid Manitoba Class 5 Full Driver's License (or provincial equivalent), satisfactory to the employer.
