ResponsibilitiesPRIMARY PURPOSE
Provides direction and leadership to the Fleet Overhaul Department including the Body, Paint, Trim and Overhaul functions.
KEY ACCOUNTABILITIES
1) Provides direction and leadership to the Fleet Overhaul Department, with responsibility for the hiring and termination decisions, training, motivation, productivity, attendance, training and development and performance management of employees.
2) Manages through exempt assistant managers, unionized supervisors and charge hands, the activities of the Overhaul, Body, Paint and Trim shop crews engaged in the repair, rebuild, re/re, modification/campaign and Research and Development work of the bus fleet. Also includes MVA and mid-life body and chassis repairs.
3) Develops and implements new processes, specifications, procedures and control standards for all work conducted at the overhaul shop. Conducts work flow and process reviews and provides documented justification for process changes. Oversees the make vs. buy procedure to ensure full economic benefits.
4) Working with Fleet Technical Support and Fleet Maintenance, performs life cycle analysis and provides recommendations regarding the overhaul frequency and scope of repair. Ensures procedures are in compliance with the Commercial Vehicle Inspection Program, Original Equipment Manufacture and internal policies and time standards; conducts make versus buy studies and provides written recommendations regarding equipment, infrastructure and tooling requirements.
5) Ensures that safe work practices are maintained and that staff are aware of WorkSafeBC regulations including Workplace Hazardous Material Information Sheet (WHMIS) and other safety regulations.
6) Prepares budget, work plan, staffing and equipment submissions for review and approval by the Director, Fleet Technical Support; monitors approved budget expenditures; provides quarterly forecasting, oversees external invoicing, resolves discrepancies and reports on variances. Develop business cases for capital projects related to Fleet Overhaul functions and equipment. Recommends upgrading and purchases of new asset related to Fleet Overhaul operations.
7) Prepares and implements departmental procedures and policies, to ensure the effective operation of the department by creating and updating the department's mission and vision in consultation with all stakeholders.
8) Designs and implements productivity measurements, quality assurance programs (QA), standard times/processes and other monitoring/control procedures within the fleet overhaul department.
9) Manages relationships with internal unions and external vendors to proactively resolve issues. Represents the Fleet Overhaul Department at various union/management meetings including Mini-MAC, Make vs. Buy, JHSC, Environmental, etc.
QualificationsEDUCATION AND EXPERIENCE
Red Seal Interprovincial Ticket or a diploma/degree in a related mechanical field plus courses in supervisory techniques, management principles and labour relations. Requires a minimum of six (6) years previous experience in progressively responsible positions relating to commercial vehicle maintenance, with a minimum of four (4) years at management level. Such experience will include direction of a large unionized work force, with responsibility for the maintenance of an extensive fleet of vehicles where safety and cost control were major considerations.
OTHER REQUIREMENTS
Expert knowledge of the principles, theories, concepts and practices of Vehicle Maintenance and Overhauling.
Advanced communication and presentation skills
Solid teamwork and interpersonal skills, including negotiations and conflict resolution skills
Solid analytical and problem solving skills
Solid leadership, development and team building skills to provide direction and manage reporting managers.
Solid computer skills in standard office tools including word processing and spreadsheet software and use of web-based systems.
Other InformationRecruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Rate of PayThe salary for this position ranges from $107,200 - $160,800 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
